Description
The NASA Armstrong Flight Research Center (AFRC) has a research support service requirement to acquire Helicopter and Ground Based Sensing System (GBSS) capabilities.� The requirement is in support of NASA�s Advance Air Mobility (AAM) National Campaign (NC) Project. The GBSS services will be utilized to generate flight data for research purposes.� The top-level objective of this National Campaign Sub-project is to accelerate the realization of a safe and scalable AAM transportation capability.�The specific technical capabilities required are as follows: (1)The Contractor possesses a suitable FCC licensed Ground Based Sensing System (GBSS); (2) the GBSS is suited to near real-time data delivery of a fused radar data solution; (3) installed in a location that meets NASA research requirements for buildings, air traffic, nearby active airport and FAA Class D airspace; (4) the Contractor possesses suitably equipped FAA certified Part 27 helicopter(s) (7,000lb class) with 4-axis autopilot; (5) the Contractor has the relevant demonstrated experience and is actively involved with flight research; and (6) the Contractor possesses the necessary qualified flight test air crews. NASA/ AFRC intends to issue a sole source contract to acquire the GBSS research support services from Bell Textron. Bell Textron is the only known organization who can provide the technical services required by NASA. It is deemed appropriate to award a fixed-price contract on other than a full and open competitive basis. �Authority for this action is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1(a) (1) � Only one responsible source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rosalia Toberman at rosalia.toberman-1@nasa.gov and Gail Anton at gail.t.anton@nsa.gov not later than 12:00pm PST on September 6, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
