- PRE-SOLICITATION NOTICE NOTE: Pre-Solicitation No. 36C78621B0022 is replacing 36C78621B0017 due to errors with betaSAM Publications. Project No. 802CM3023 Description: Facility Renovation, Improvements, & Repairs Construction Project SUBJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NC), is Soliciting BIDs under IFB, Solicitation Number 36C78621B0022 for the Baltimore National Cemetery, located at 5501 Frederick Avenue, Baltimore, MD 21228. The Acquisition type will be an Invitation for Bid (IFB). The IFB will utilize the Electronic BID delivery and Telephone BID Opening process. The process will be outlined in the forthcoming Solicitation. NOTE: This Notice is provided for information purposes Only and does Not Constitute a Request for Proposal (RFP), Request for Quote (RFQ) or BID. DESCRIPTION: The Department of Veterans Affairs, National Cemetery Administration (NCA) has a requirement for a Firm Fixed Price (FFP) Contract and the Contractor shall provide all, Labor, Equipment, Material, Tools, Supplies, and Professional Supervision necessary for the Facility Renovation, Improvements, & Repairs Construction Project, at the Baltimore National Cemetery, Baltimore, MD; In Accordance With (IAW) Solicitation Plans, Statement of Work (SOW), Specifications and Drawings . The Construction Contractor shall provide labor, material, tools, equipment, professional supervision required for the construction and performance of all work In Accordance With (IAW) the Solicitation Plans, Specifications, Drawings, required permits, terms and conditions. A1. Bid Item: CLIN 001 (Base Contract): Work element 01, Maintenance/Administration/Storage Building Work element 02, Equipment Storage Building Work element 03, Wood Fence Work element 04, Flammable Storage Building Work element 05, Fuel Station Work element 06, Cemetery Signage Work element 07, Spoils Storage Work element 08, Floral Stations Work element 09, Iron Fence and Gates A2. Optional (ADD Alternates): Contract Option 01 - Iron Fence on retaining wall Contract Option 02 - Assistant Director s Lodge building #2002 Contract Option 03 - Milling and Paving Contract Option 04 Director s Lodge PER VAAR 836.204 COST MAGNITUDE: BETWEEN $2,000,000 AND $5,000,000. THE AWARD OF THIS FUTURE CONSTRUCTION CONTRACT IS SUBJECT TO THE AVAILABILITY OF FY-21 FUNDS. CONTRACT DURATION: Performance Period is Three Hundred (300) Calendar Days from the date of receipt of the Notice to Proceed (NTP). NAICS CODE: 237990 (Other Heavy and Civil Engineering Construction) | The Product Service Code (PSC) for this procurement is Y1PZ (Construction of Other Non-Building Facilities) | Size Standard: $36.5 Million. METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE (FFP) CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. LAW: Pursuant to Public Law 109-461 & Federal Acquisitions Regulations (FAR) 14, Solicitation 36C78621B0022 will be made on a competitive basis to a responsible Service-Disabled Veteran Owned Small Business (SDVOSB) responding to this solicitation. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.va.gov by the date and time specified for receipt of BIDs. No other sources will be considered. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is 100% Set-Aside for SDVOSB in accordance with VAAR Part 819. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.VIP.vetbiz.gov prior to the due date for BIDs and pending award. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; firms must be currently registered in the System for Award Management(betaSAM) database at www.beta.SAM.gov and have completed online Representations and Certifications prior to contract award. All Bidders must also be registered in the Vets-100/100A database which is mandatory prior to award of any Federal Government contract greater than $100,000.
