Description
This solicitation/request for quotations (RFQ) is in accordance with FAR Parts 12 and 13.� The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) requires a MICRO GAS CHROMATOGRAPH (MICRO GC) per the attached Statement of Objective (SOO).� This requirement is set-aside for Small Businesses under the North American Industry Classification System code 334516 � Analytical Laboratory Instrument Manufacturing with a business size of 1,000 employees. �Firms shall submit Quotes and Questions via email to the Contracting Specialist (CS) / Primary Point of Contact (PPOC)�listed in this Notice, Cheryl Hickman, cheryl.hickman@atf.gov, by 5:00 pm Eastern Standard Time (EST) Tuesday, September 7, 2021, to be considered and addressed.� SCOPE: The Micro GC will provide details about the natural gas that are not currently being captured by existing laboratory equipment.� The Micro GC must be able to run continuously and autonomously, including preforming calibration runs. MINIMUM TECHNICAL REQUIREMENTS OF A NEW SYSTEM The system shall meet or exceed the minimum requirements identified below. All items must be new. �Used or remanufactured equipment will not be considered for award. �Experimental, or prototype will not be considered. �The use of �gray market� components not authorized for sale in the U.S. by the proposer is not acceptable. �All items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable. LINE ITEMS: � LINE ITEM 0001:� NEW One (1) Micro Gas Chromatograph: General Requirements of a NEW Micro Gas Chromatograph: Chemical composition shall be measured by the principle of gas chromatography and thermal conductivity detection. The instrument shall be configured to measure the chemical composition of natural gas and comply with ASTM D1945. �Target gas constituents and nominal range of concentration measurements are listed in the table below: Gas Constituent Nominal Range (mole %) Nitrogen 0 to 100 Carbon Dioxide 0 to 20 Methane 0 to 100 Ethane 0 to 100 Propane 0 to 100 iso-Butane 0 to 10 n-Butane 0 to 10 neo-Pentane 0 to 2 iso-Pentane 0 to 2 n-Pentane 0 to 2 Hexanes and C6+ 0 to 2 Natural gas heat content (calorific value) shall be determined from the gas constituent measurements and the determination shall comply with ASTM D3588 or GPA 2172. Detection limit for gas constituents shall be 50 ppm or less. Measurement dynamic range shall be 106 or greater. Repeatability of gas constituent measurements shall be +/- 1.0% or less. Measurement cycle time shall be 5 minutes or less. The instrument shall utilize Helium as the carrier gas. The instrument shall be able to run continuously and autonomously, including performing calibration runs. The instrument shall include a multi-position valve that can be automated to switch between at least four sample streams. The instrument shall be configured to filter particulates and liquids from the natural gas samples. The instrument shall be configured to reduce the pressure of the natural gas samples, if required. The natural gas samples will be supplied to the instrument at a pressure of approximately 103 kPa (15 psig). Power Supply Input: Voltage 100 to 240 VAC and Frequency 50 to 60 Hz. The instrument shall have Local Area Network Ethernet communications with a RJ-45 connection. The instrument shall have a software interface for remote control, status monitoring, and analysis method development. The instrument software shall be able to operate and automatically control the multi-position valve. The instrument shall interface with data analysis software to report measurement data in real-time to the laboratory data handling system (GE Digital iFIX HMI/SCADA) using Modbus TCP communication protocols. The instrument shall store measurement data to ASCII compatible files. Instrument Warranty: 12 months, commencing after final acceptance. LINE ITEM 0002: NEW One (1) Instrument Controller: � Minimum Requirements for the Instrument Controller: Operating System: Windows 10 Processor: Intel Xeon W2123 Memory: 8 GB SDRAM Hard Drive: 1 TB Hard Drive Free Ethernet Port Free USB Port Monitor: 20-inch Warranty: 3-Year Parts, Labor, On-Site Warranty LINE ITEM 0003: ��Install and commission a new instrument and provide training Minimum Requirements for installation, commissioning, and training: The contractor shall provide on-site installation and commissioning of all equipment and software.� Functional tests to include optimization of injection volume, pneumatic and temperature programming, and detector settings, as applicable.� The contractor shall provide on-site training for up to four personals.� The training shall provide a thorough demonstration of all chromatograph operation, maintenance, and basic troubleshooting. The training shall also include effective sampling techniques, the use of the software to operate the instrument, and the use of the software to analysis the natural gas data. In conjunction with the FRL staff, the contractor shall verify that the data is being transferred to the FRL�s data acquisition system using Modbus TCP protocols. The contractor shall supply a user�s guide/technical manual(s) that covers system operation, routine maintenance, and basic troubleshooting information.� The standard commercial user/technical manual(s) for the hardware and software shall meet this requirement. If the contractor is a third-party reseller of the Micro GC, the contractor must be approved by instrument�s manufacturer to install and commission the instrument, and to provide the required training. Quote to include all costs associated with travel and shipping of the equipment. PLACE OF PERFORMANCE:� Washington DC DELIVERY SCHEDULE: The equipment shall be delivered and installed within approximately 90-120 days of receipt of the contract. Training shall be conducted within 45 days of the installation and commissioning of the instrument. QUOTATION INSTRUCTIONS: The vendor shall submit a complete response to this RFQ via email to the CO/PPOC�and ensure its price is detailed and includes all-applicable discounts. Submissions�shall not exceed seven (7)�pages and shall be�8 �� x 11��with: �font style�Arial, or Times New Roman; font color�Black; and font size�12. Illustrations�(e.g., graphic figures, graphs, and tables)�shall be in portrait format with font colors black or blue allowed and font sizes 8-12 acceptable, provided the information is legible via the computer. Headers, footers and title/cover pages may be outside the page margins and are not bound by the font, color and point-size requirements.��NOTE: �Information not contained within these limitations will not be evaluated. EVALUATION CRITERIA: ATF will award to the responsible vendor whose OPEN-MARKET�quote is the lowest-price, technically acceptable (LPTA), as that firm will meet or exceed the stated criteria and be the most advantageous/best value to the Government, based on price and technical factors.� Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but shall include the following information: 1) company's complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors shall meet specifications as noted in the synopsis.� ATF will use available sources to access past performance information. � TERMS AND CONDITIONS: To be considered for award, the Seller must be either the manufacturer or a manufacturer/Federally-authorized distributor of the equipment/services it's offering, with a demonstrated capability of delivering the entire order within the timeframes specified by the Buyer within this RFQ and on the award.� As such, ATF may require the Seller to provide�documentation as proof of authorization prior to Award. Items, if applicable, must be NEW and covered by the manufacturer's warranty. Shipping must be Free-On-Board (FOB) Destination Continental United States (CONUS), meaning the Seller delivers the goods on its conveyance at destination and is responsible for the cost of shipping and risk of loss. NO PARTIAL SHIPMENTS are permitted unless specifically authorized at the time of award. The selected vendor must also comply with the following Federal Acquisition Regulation (FAR), commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a); the following clauses in paragraph (b): 52.203-17, 52.204-13, 52.209-7, 52.209-9, 52.222-1, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.222-50, 52.223-18, 52.225-5, & 52.225-13; the following clauses in paragraph (c): 52.222-41, 52.222-42, 52.222-55, & 52.222-62; and paragraphs (d) and (e).� Additionally, the selected vendor must also comply with FAR 52.203-17, 52.203-18, 52.203-19, 52.204-7, 52.204-13, 52.204-19, 52.204-24,�52.204-26, 52.209-5, 52.209-6, 52.209-7, 52.209-9, 52.209-11, 52.212-4, 52.217-8, 52.217-9, 52.229-3, 52.232-39, 52.232-40, 52-233-4, 52.237-3, 52.242-15, 52.243-1, 52.244-6 & 52.246-4.
