Page 3 of 3 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number 36C24821Q1652 is issued as a Request for Quotation (RFQ) in conjunction with FAR -- Part 13 Simplified Acquisition Procedures and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. The provisions and clauses in this document are in effect through the Federal Acquisition Circular 2021-04, January 19, 2021. This solicitation intends to award a contract through full and open competition after exclusions under a Small Business Set Aside associated with NAICS Code 339113 with a size standard of 750 employees. The Miami VA Healthcare System has a requirement for a Autotransfusion System (ATS) that is Brand Name or Equal to LivaNova Cell Saver. This equipment is used in surgeries with high expected blood loss. The blood from the surgical field is suctioned to the machine, where it is washed, and the red cells are reinfused to the patient. W / GROSS F. 6 EA Required salient characteristics/standards are contained in the attached and listed below. Comparative evaluations will be performed after all quotes have been received. SALIENT CHARACTERISTICS: Equipment must have the physical characteristics to enable the government to perform the capabilities: Must have a full-color LCD, TFT touch screen with a large view area of 172x130mm Must have internal memory capable of storing thousands of past cases Must have USB ports for simultaneous download of multiple cases in Microsoft Excel format Must have an integrated ink printer, producing a permanent case printout Must have RS232 ports for external PC connection Must be able to functionally integrate with SORIN S5 and C5 lung and heart machine using Soring Group Data Management System connection Must have dual RBC detector technology, composed of two optical sensors (point and multipoint) allowing a higher filling of the bowl and a better supernatant washout and a higher outlet hematocrit Must have an Hct sensor that is an integrated, non-invasive, optical sensor providing information on RBC concentration of the inlet blood during the fill phase and outlet blood during the empty phase Must have a waste line indicator that is an optical sensor providing on-screen information at-a-glance on the wash quality by a traffic light indicator Must have four pivoting wheels coupled with the front and rear handles ensuring high maneuverability of the system Must have a robust and transparent centrifuge lid protecting the machine from any fluid spillage, helping reduce noise and allows complete visibility into the centrifuge. Must have a cart capable of transporting more than 6 liters of fluids and maintain stability Must have a bowl and centrifuge plate that ensures 360-degree mounting Must have a centrifuge arm that allows one-hand arm locking/unlocking Must be fully automated processing Must be able to integrate a vacuum with a power range between -50 to -300 mmHg (Intra-operative mode High vacuum capacity) and -10 to -100 mmHg (Post-operative mode Gentle aspiration for wound drainage connection) Must have a pump speed of 25-1000 ml/min (adjustable) Must include bowl sizes of 55, 125, 175 and 225 Offeror quotations must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise it will be considered non-responsive. The information identified provided is intended to be descriptive, not restrictive and to indicate the quality that will be satisfactory. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide the supplies being requested. Only new equipment is acceptable; no remanufactured, used/refurbished or ""gray market"" items. No product in development shall be considered. All items must be covered by the manufacturer's warranty. At a minimum the quote shall contain the following: The name, address, and telephone number of the vendor.
