- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute of Allergy & Infectious Diseases/AMOB, 903 S 4th Street, Hamilton, MT 59840 STATEMENT OF NEED: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2088420 and the solicitation is issued as a Request for Quote (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 July 12, 2021. The North American Industry Classification System (NAICS) code for this procurement �is 325414, Biological Product (Except Diagnostic) Manufacturing, with a small business size standard of 1,250 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for �the following Agilent Technologies Sure-Select products: SureSelect Custom 1Kb-499kb, 96, RO; Catalog #5190-4812, Quantity of 3 each SSEL XT Low Input Reagent Kit (1-96); Catalog # G9703A, Quantity of 3 each SSEL XT Low Input Reagent Kit (97-192); Catalog # G9703B, Quantity of 3 each �The �NIAID/NIH Laboratory of Immunoregulation (LIR) is working in collaboration with the National Heart Lung and Blood Institute (NHLBI) in studying clonal hematopoiesis.� The NHLBI has worked with Agilent Technologies on a previous order to create a customized NGS panel to specifically evaluate for clonal hematopoiesis mutations. This Agilent panel has been validated in the NHLBI lab with prior projects and proven to be reproducible.� The LIR has also collaborated with the NHBLI previously on these studies looking at clonal hematopoiesis in idiopathic CD4 lymphopenia and COVID-19, and they used this same Agilent NGS panel. Therefore, these Agilent products have been validated and demonstrated to be reproducible in the NHLBI lab, and because NIH used this panel on prior projects, we will be comparing the results. As a result, the Agilent product has been chosen as the Agilent panel for the current study for consistency of results.� Due to the above stated reasons, NIH�s LIR requires the purchase of the Agilent brand of products. �Delivery Location: NIH-VRC, 40 Convent Drive, Bethesda, MD� 20892, United States. FOB: Destination; Please be sure to include on the quotation: an estimated date of delivery for the items, and all applicable shipping/handling charges must be included in the quotation. The government intends to award a firm fixed price purchase order to the responsible vendor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the lowest priced technically acceptable (LPTA). Technical capability will be based on quoting all brand-named items requested and delivery. The award evaluation will be based on a review of all brand named items as described �above, price and delivery.
