- This is a combined synopsis/solicitation for commercial items prepared per the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations/offers are being requested and a written solicitation will not be issued. Solicitation 12305B21Q0076-- is being issued as a Request for Quotation (RFQ). The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) issues this Request for Quotes (RFQ) for a firm fixed-price contract for: The USDA, Agricultural Research Service (ARS), has a requirement for a fluorescence-activated cell sorting which meets the following specifications: FACS (fluorescence-activated cell sorting) machine that is capable of detecting and sorting cells. The system must be computer controlled, fully automated, temperature controlled, and ready to sort in less than 20 minutes. It must be able to detect and sort cells and/or microorganisms down to 500nM in size. This is extremely important as we will use this machine for both mammalian cells and microorganisms. It should be assembled with 2 lasers, a Blue (488nM) and a red (640nM) for detecting fluorescence, and capable of detecting 6 different fluorescence labels. Specifically, the fluorescence sensitivity must be FITC 25k per second.� For cell sorting, it must have 4 way sorting ability, this is extremely important as we will sort populations with a number of cell types. It must come with interchangeable collection methods, depending on number of sorts.� For example, with a 2 or 4 way sorting the collection can use 1.5, 2.0, or 5.0 mL sized tubes. Due to BSL-2 applications, system must include a BSL-2 cabinet that the machine can be stored.� Data produced must be compatible with analysis software. The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 Simplified Acquisition Procedures for Commercial Items.� Interested vendors should reference the solicitation documents for all terms and conditions, evaluation factors and submission requirements.� Award will be Firm Fixed Price (FFP). The associated NAICS Code is 334516 Analytical Laboratory Instrument Manufacturing.� The small business size standard is 1000. Source Selection The basis for award will be is Lowest Price Technically Acceptable (LPTA). ""LPTA"" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated as total cost of all line items) technically acceptable quotation that fully meets all specifications to include delivery schedule. Only the lowest priced quote will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned quote is not found technically acceptable (and so on). Only one award will be made under this solicitation. In order to be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING: (a) Submit documentation showing technical capability to meet or exceed Performance Elements and Benchmarks identified above. (b) Submit Firm Fixed Price quotation valid for 30 days for Schedule Line Item delivered FOB Destination inclusive of all costs. (c) Submit DUNS# with quotation. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.
