Title: Acquisition of Hypoxystation H35 Document Type: Combined Synopsis / Solicitation Notice Solicitation Number: 75N91021Q00262 Proposed Posted Date: 9/1/2021 Proposed Response Date: 9/7/2021 Classification Code: 66 Instruments and laboratory equipment NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing Business Size Standard: 1000 Employees Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E122, Bethesda, MD 20892, UNITED STATES. Description of Requirement The National Cancer Institute (NCI), Radiation Oncology Branch (ROB), would like to procure a Hypoxystation H35. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. 75N91021Q00262 includes all applicable provisions and clauses in effect through FAR FAC 2021-06 (July 2021) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. BACKGROUND Radiation therapy is frequently used to treat most cancers. Highly reactive free radicals are produced either directly or indirectly in biological material after irradiation. These radicals are unstable and will react with oxygen to change the chemical composition ultimately causing damage in the target, however, some cancers are less susceptible to radiation and provoke the radiotherapy failures. Hypoxic condition is a common feature of the microenvironment in solid tumors primarily due to an inadequate, and heterogeneous vascular network is associated with resistance to radiotherapy and results in a poorer clinical outcome. The project is to identify and target pathways and molecules associated with failure after radiotherapy for prostate cancer. Hypoxic condition was confirmed in xenograft human prostate tumors, and the levels of hypoxia was increased in prostate tumor after exposure of radiation. It suggests the modulation of hypoxic condition will improve the efficacy of radiotherapy for prostate cancer. To understand various molecular events induced or mediated by hypoxia, hypoxic condition should be generated through controlling the oxygen level tightly during all research procedures in the laboratory. In order to conduct research to better understand the hypoxic condition, a Hypoxystation H35 is necessary. TYPE OF ORDER This will be issued as a Non-Severable Firm Fixed-Price Purchase Order. SPECIAL ORDER REQUIREMENTS PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required for this requirement: Double internal power outlets to power small devices that are required for cell culture processing. Oval ports allowing maximum arm movement to reach all internal areas of the workstation allowing for maximum usability of the internal workspace. Use of wrist seals as opposed to internal gloves provide much more tactile sense when performing detailed work required with cell culture such as pipetting and passaging cells. Simple latch door closing system that eliminates leaks. Removable front easily replaced within 30 seconds without the use of tools, screws or other loose parts. Humidification system which can be controlled up to 90% Air regulator with 6mm fittings, CO2 regulator with 6mm fittings and a Nitrogen regulator with 8mm fittings. Specific fitting sizes for attaching tubing. Due to space constraints the unit must fit within these dimensions (W x D x H: 49.5 x 28.5 x 28 inches) Control of O2 in 0.1% increments from 0.1%-20% through the regulator. Control CO2 in 0.1% increments from 0.1%-15% through the regulator. Temperature and gas percentages controlled with a less than 0.1C and less than 0.1% gradient throughout the workstation to ensure a homogeneous mixture through the entire workstation. Touch screen interface to monitor all parameters simultaneously. Calibration of gas sensors without moving sensors from the chamber or disrupting the working atmosphere. Integrated oxygen monitoring with oxygen sensor located inside the chamber that provides real time feedback. O2 cell that has two-year life span. Internal gas mixing. Provide laminar air flow inside workstation to ensure proper mixing of internal atmosphere which allows less than 0.1% gradient of gas concentrations and temperature throughout workstation. Calibration of oxygen sensor via touch screen interface without removing oxygen sensor from workstation environment. Humidification system introduces sterile steam into workstation, user definable up to 90% relative humidity. 12L transfer airlock chamber, which is a 60 second cycle. Color touch screen control panel for visual display of parameters. Password protected so unauthorized users cannot alter settings The body of the chamber must be 10mm thick annealed acrylic construction (no seams, no welding, no screws, no bolts) Data logging that stores internal conditions for up to 31 days, exportable via USB Large incubation area of 865mm x 430mm x 400mm Ethernet enabled for remote access to touch screen Wireless footswitch (pedal) to control vacuuming and gasing into the workstation. ???????DELIVERY / INSTALLATION/ TRAINING The instrument shall be delivered to the Contracting Officer Representative (COR), within 90 days of purchase order award. Radiation Oncology Branch Bethesda, Maryland, 20892 A minimum 12-month manufacturer warranty must be included Shipping/Handling costs must be included in the quote. NCI will not beresponsible in the event charges are not included in the quote. Installation and training charges must be included in the quote. Note: NCI plans to award a contract that has FOB origin delivery terms. WARRANTY The Contractor shall warrant that any instruments, equipment, components, or other supplies (Supplies) procured by this purchase are free of defects in design, material, or manufacture for a period of 12-months from date of installation. The Contractor shall warrant that all consumables or expendable parts are free of defects in design, material, or manufacture for a period of at least 90 calendar days from date of acceptance by the Government. Supplies which are repaired or replaced shall be warranted for the remainder of the initial warranty period or for 90-dayswhichever is greater. 12-months of Technical Support shall be included in the warranty.
