Point of Contract:� Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: �FY2021 NHTSA Sunflower Property Management System Support Services Description(s): The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with CGI Federal, Inc. for professional support services of a Logistics Analyst to manage all of NHTSA�s owned accountable nonexpendable property within the Department-wide proprietary Sunflower Property Management System prescribed for each Department of Transportation (DOT) Operating Administration�s (OA�s) use by the Office of Secretary (OST) to maintain accountable property that must be physically controlled until final disposition.� The Logistics Analyst is responsible to provide analysis of logistics and operational systems data to support various program planning and reporting efforts for all capitalized property entered into the general ledger account and ensure reportable property is financially controlled and properly maintained within the property management system.� NHTSA requires Logistics Analyst support to conduct annual physical inventories of all NHTSA-owned reportable property with the ability to troubleshoot any software integration problems encountered with other systems using the proprietary Sunflower Property Management System.� The technical understanding and past historical experience required to operate and maintain the proprietary Sunflower property management system software is essential to being capable of performing the work described herein to perform computer systems operations for inventory management; while maintaining and updating NHTSA�s Sunflower based property management system for accountable government and contractor held property on a consistent basis.� In addition to providing notice of intent to sole source contract for these services, this notice seeks to identify any potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below.� NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA.� NHTSA may; however later on issue a Request for Proposals (RFP).� However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� The Office of Administrative and Management Services (also known as �OAMS�) supports NHTSA�s mission by planning, budgeting, and directing administrative programs which provide essential overall support to NHTSA.� OAMS develops, administers, and evaluates NHTSA�s directives management, organizational management, facilities/space management, and physical security policy and programs.� OAMS works closely with the Office of the Secretary of Transportation on environmental, energy, and Occupational Safety and Health Administration matters. All NHTSA-owned accountable nonexpendable property must be physically controlled until final disposition.� All capitalized property must be entered into the general ledger account to ensure financial control.� OAMS has the responsibility to ensure that government property is never transferred from the assigned custodial area or contractor/grantee site without proper written notification and authorization.� In order to comply with DOT facilities/space management, and physical security policy and programs; OAMS conducts annual physical inventories of all NHTSA property to ensure physical accountability is maintained.� In order to successfully accomplish these efforts NHTSA requires the support of qualified Contractor that possesses the required knowledge of life-cycle management requirements and schedule development.� NHTSA is looking for a contractor to perform computer systems operations for inventory management.� Furthermore, the Contractor shall work with a team to maintain, develop and enhance automation of NHTA�s property management system. OBJECTIVE: The objective of this effort is to ensure that all reportable property transactions are appropriately documented and recorded on the HS Form 148.� The Contractor must schedule physical inventory of property and ensure prescribed procedures for reconciliation of physical inventory and provide the Office of Finance with required financial reports for capitalized equipment; providing annual reports to OST in accordance with DOT Order 44l0.4. Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of twelve (12) months, plus four (4) renewal 12-month option periods for a total possible performance period of sixty (60) months; if all options are exercised. �A Time and Materials (T&M) or Labor Hours (LH) Commercial-Items contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. �This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. �A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. � In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from CGI Federal, Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
