There is no solicitation available at this time. This Sources Sought Notice is published for market research purposes only. Marine Corps Logistics Command Contracts Dept. (MSCD) is attempting to identify potential sources capable of providing Rescue Diver Support for Marine Corps Amphibious Assault Vehicle Testing described below. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis, nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government�s acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No materials or information received from this notice shall be returned to the sender. Sources responding to this notice should email their contact information and any descriptive information regarding their ability to provide the described services to the contact named above. In the eventuality that a solicitation is issued, offerors must be registered in the System for Award Management https://www.sam.gov/portal/public/SAM/ and Wide Area Workflow (WAWF) https://wawf.eb.mil to be considered a Responsible Offeror and be eligible for award. Service Description: �Rescue Divers Support for vehicle swim testing of United States Marine Corps Amphibious Assault Vehicles AAVP7A1 (AAVs). The required support of AAV tests will be conducted aboard Marine Corps Logistics Base Barstow CA (Nebo Annex) on a reoccurring basis. The AAVs are remanufactured aboard the facility and must pass a swim test in a man-made body of water prior to their reissue to Marine Forces. The minimum three (3) man team of rescue divers will be present during testing to respond to any mishaps that may occur while the vehicle is in the water. Periods of Performance (PoP): A base contract of one year with three (3) potential option years is anticipated. An estimated ten (10) to twenty (20) scheduled test dates will be conducted per year of the contract. A test date may extend more than a single day depending on the number of vehicles scheduled to test. Qualifications Certifications: Sources responding to this notice and any subsequent solicitation must be OSHA Certified Rescue Divers. Divers specifically trained in the rescue and recovery of personnel from submerged armored and tactical vehicles is preferred. Divers must possess valid commercial diver certifications issued by the Association of Diving Contractors International (ADCI). Any Federal service qualification certificates (e.g., Army Corps of Engineers, National Oceanic and Atmospheric Administration (NOAA), or military). Any additional accredited diving school certificates of completion. Additional Safety Qualifications: Each dive-team member must be trained in cardiopulmonary resuscitation (CPR) and standard first aid. The American Red Cross standard course or equivalent training is specified by the standard. Employees completing this training are issued a card certifying that they have successfully completed the course. Any first-aid training meeting the requirements of 29 CFR 1910.151(b) 29 CFR 1926.50(c), or 29 CFR Part 1915, Subpart F, will meet the requirements of the standard (e.g., first-aid courses offered by the American Heart Association, American Petroleum Institute, National Safety Council, and American Academy of Orthopedic Surgeons). Performance: The Contractor shall provide all personnel labor, transportation, lodging (if required), travel perdiem, tools and equipment for the Rescue Diver Support. Tools required: Surface supplied breathing equipment. Tanks could restrict entry to small vehicle hatch openings. Equipment for cutting or burning through aluminum composite and steel, metal hatch handles and hinges (approximately three inches thick). BROCO oxygen cutting and Kerie Cable exothermic cutting tools to cover all potential mishap scenarios to 90� depth. Hydraulic tool package to include hydraulic power unit, hydraulic hose, hydraulic grinder, hydraulic rescue cutter and spreader tools used in firefighting/vehicle extrication situations.
