- REQUST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE The Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, on behalf of the Clement J. Zablocki, VA Medical Center in Milwaukee, Wisconsin, is seeking information and potential sources for Cardiothoracic (Cardio) Physician Assistant (PA) Services from a pool of Cardio PAs (minimum of 3). The anticipated period of performance is June 1, 2022 through May 31, 2023, with four one-year options through May 31, 2026. Services may require candidates to work any day between Monday through Friday from 6:00 a.m. to 6:30 p.m., with a set schedule given one week in advance. All on-call Cardio PAs will be available 24/7 and must report within 30 minutes once requested, including federal holidays. The estimated number of hours are 1184 regular hours, 113 overtime hours, 156 call back hours, and 7072 on-call hours the first year. The NAICS for this requirement is 561320 Temporary Help Services, which has a small business size standard of $30.0 million. It is the intent of the VA to issue a single award, Indefinite Delivery, Indefinite Quantity contract. By responding to this RFI / Sources Sought Notice, the vendor provides the Government permission to share its submitted capabilities and contact information with other Government organizations in relationship to similar requirements for market research purposes. The Government is seeking vendor responses to the questions listed below. The narrative needs to be in the same order as the questions that are listed below. Provide a brief description of the company background, experience in providing Cardiothoracic PA Services that includes their experience with vein harvesting. Provide company information that shows Cardiothoracic Physician Assistants experience to assist in the operating room as the first or second surgical assistant to the resident or staff physician to help open and close all incisions pertinent to CT surgery, vein harvesting and other duties as directed. Provide a statement confirming that potential candidates can assist in the day-to-day management of patients on the surgical wards and in the ICU. This includes writing admission and discharge orders, transfer orders from ICU to other wards, medication orders, IV orders, and all other orders that are potentially required for the management of patients, and dictating discharge summaries. Confirm that potential candidates perform routine work assignments as listed below: Inject IV medications Start blood transfusions or intravenous infusions of any variety Check blood products and attention to sterile technique are observed Change dressing on surgical wounds Confirm that potential candidates can perform the procedures listed below under the guidance of VA staff/resident physicians: Place central lines Place chest tubes Place pleureX catheters Confirm that your company can provide services in the state of WI and that the Cardiothoracic Physician Assistants can arrive on-site within 30 minutes of notification to provide 24/7 on-call services? Confirm that the Cardiothoracic Physician Assistants have the following: Full and unrestricted license Hold credentials from the National Commission on Certification of Physicians Assistants (NCCPA) Bachelor s degree from a Physician Assistants training program that is certified by the Accreditation Review Commission on Education for Physician Assistants (ARC-PA) Indicate whether the Cardiothoracic Physician Assistants are employees of your company or if they are sub-contractors. If awarded a contract, please provide a timeframe detailing the availability of your employees. Include copy of CVE verification from the Veterans Information Pages (VIP) website if claiming Veteran-Owned Small Business or Service-Disabled Veteran-Owned Small Business socioeconomic status as prime contractor or for any subcontractors/partners. Provide a copy of current certificate of liability insurance. Based on the estimated hours above, provide an estimate of the cost per hour for regular, overtime, on-call and call back hours. This is a Request for Information (RFI) / Sources Sought Notice only. This RFI / Sources Sought Notice will be used to identify potential vendors interested and capable of providing Cardiothoracic PA Services, and to assist the Contracting Officer in making a set-aside determination. This RFI / Source Sought Notice and any responses are for market research purposes only and shall not be considered an obligation on the part of the Government to acquire any services. This RFI / Source Sought Notice is not a solicitation and no contractual arrangement will be made as a result. Vendors are advised that no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor submission to this RFI / Sources Sought Notice or the Government's use of such information. All costs associated with responding to this RFI / Sources Sought Notice are solely at the responding vendors expense. The Government reserves the right to reject, in whole or in part, any vendor's input resulting from this RFI / Sources Sought Notice. Information submitted in response to this RFI / Sources Sought Notice will not be returned. All submitted information should be UNCLASSIFIED or NON-PROPRIETARY. Vendors are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained with its response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. All interested parties, REGARDLESS of socioeconomic status, capable of providing the required Cardiothoracic PA Services shall submit a response via email to the Contracting Officer and Contract Specialist at Patrice.Bond@va.gov and Kristine.Sutton@va.gov, respectively, no later than Wednesday, September 8, 2021, at 1:00 p.m. local time.
