SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES W9124D-21-Q-6488 ARMY JROTC STEM OUTREACH CAMP The U.S. Army Mission and Installation Contracting Command, Fort Knox, Kentucky is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to conduct effective training a total of 120 Cadets and Cadres in order to enhance skills of the JROTC Cadets and to provide a multiday event where teachers and students can gain hands on experience with emerging technologies from the Industry who creates the technology or from an Academic Institution that is developing new and emerging technologies. �� The contractor shall conduct business between the hours of 9:00 A.M. to 5:00 P.M., Monday, 20 Sep 2021 thru Friday, 24 Sep 2021 for 120 students and consist of two classrooms and three open areas to host a five-day event at their facility.� Vendor will host four vendors that specialize in Cyber Security, Robotics, Wearable Technologies, and Unmanned Arial Systems Technologies, to complete 30 � 45-minute hands on instruction to the participants The Vendor will implement a Department of Defense approved COVID Risk Mitigation Plan. The vendor will provide proper PPE for all participants, vendors, and staff. The vendor shall section off 156,000 square feet of facility to provide the correct distances for social distance based off COVID Risk Mitigation Plan. PLACE OF PERFORMANCE Location 0% On-Site Government 100% Off-Site Contractor Located less than 30 miles from Fort Bragg, North Carolina. 0% 100% BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. In the event that no qualified business is able to provide the services and training required, a sole source firm fixed price award will be made. FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Wide Point of Entry. It is the responsibility of potential offerors to monitor the Government Wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 611310 NAICS Title Colleges, Universities, And Professional Schools Size Standard is $30 million. The Service Code is U006 Education / training � Vocational / technical Please see the attached draft Performance Work Statement (PWS), Performance Requirements Summary (PRS). In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. �3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the betaSAM notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT. It dose apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award.
