- AFLCMC/HBAG�REQUEST FOR INFORMATION:�� Seeking�Technology Development Candidates�for�a�� Lightweight Deployable Instrument Landing System�Prototype��� Description� The�AFLCMC/HBAG�is seeking information on�Technology Development Candidates�for�a�Prototype�Lightweight Deployable Instrument Landing System (LD-ILS) to use for precision approach and landing in Agile Combat Employment (ACE) environments.� The system shall generate ILS signals-in-space per International Civil Aviation Organization (ICAO) Annex 10 to the extent possible and be small enough for transport on a single 463L pallet.� Disclaimer� This is a Request for Information (RFI) only, which,�as part of market research, is being�issued�in accordance with�(IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This RFI is issued solely for information and�planning purposes to obtain information related to general programmatic topics, price, delivery, product line�capabilities analyses, and demographic/other market information. This is not a solicitation/Request for Proposal, a�Request for Quotation, an Invitation for Bids, a solicitation and no contract shall be resultant from this synopsis.� AFMC AFLCMC/HBAG�will not pay respondents for information provided in response to this RFI.� Responses will be treated as information only and will not be used as a proposal. Any information provided by�industry to the Government�as a result of this RFI, is strictly voluntarily.� Expected LD-ILS Prototype Development�Objectives The objectives on this LD-ILS system are: a) It must interoperate with ILS systems on board aircraft today b) It must operate in a Global Positioning System (GPS) degraded or denied environment c) It must be lightweight deployable d) It must be small enough for transport in no more than two 463L pallet positions e) It must be capable of transport via military cargo vehicles, aircraft and rail without causing damage to the system f) It must be capable of reliably withstanding world-wide deployment cycles.� Pending availability of funds and results of the prototype testing, production may be added to this process via a modification or follow-on award. Expected LD-ILS Funding The anticipated Government funding available for this effort is as follows: FY22: $2,000,000.00 FY23: $2,500,000.00 FY24: $2,500,000.00 FY25: $3,000,000.00 Request Please provide formal responses to the questions listed below: Provide a brief description of your company�s expertise involving ATC systems. Describe your capability to develop, deliver, and conduct testing on an LD-ILS prototype that meets the requirements described paragraph (3). Describe you company�s experience and approach to performing the system design analyses and preparing the documentation required. Explain any limitations and challenges for meeting the LD-ILS requirements and any potential trade space opportunities. Identify any LD-ILS requirements that appear to be unachievable or likely cost drivers. Explain any limitations and challenges for conducting the LD-ILS prototyping effort with the planned award type, funding, and schedule.� � Provide a description of your proposed design approach(es) for an LD-ILS prototype.� Present as much detail as possible on each of the system components and any modifications that will be required to current off the shelf components. For any current off the shelf components to be used, please indicate if they have been installed for operation at an airfield as part of a fixed-site system or a deployable system.� For any system components requiring modification or development, please provide a description of the level of development effort, including technical description for each major subcomponent as well as risks and ways to mitigate the risks. Provide any additional information you consider relevant to providing an LD-ILS prototype. The Government has not decided whether to award via a traditional FAR Part 15 process or a 10 USC 2371(b) Other Transactions Agreement process.� In your response inform the Government as to which award method in which you would submit a proposal. Response Format� Questions concerning this Request for Information, prior to submittal may be directed to richard.williams.66@us.af.mil. Submissions should be delivered via Department of Defense�s Safe Access File Exchange (SAFE) website at https://safe.apps.mil/. Since unauthenticated users (Non-DoD Personal Identity Verification (PIV) certificates) must receive a drop-off request from a�DoD�user, please notify the Contracting Officer/Agreements Officer Mr. Richard T. Williams (richard.williams.66@us.af.mil) and Contracting Specialist Mr. Mark�Caefer (mark.caefer@us.af.mil) of your company�s intent to deliver a response. You will be provided with a �Drop-off Request� which you will use to submit your files. The Drop-Off Request will be valid for 14 days. For additional guidance, please see the SAFE website at https://safe.apps.mil/. All submissions are due by 04 October 2021. Submissions shall be in PDF format and shall not exceed 50 pages in length.
