THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only, and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for, any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations. Introduction The United States Air Force (USAF), in conjunction with the Air Force Readiness Management Agency (AFMRA), is looking for information in the areas of commercial wearable biometric wearable devices, commercial data integration services, and commercial proximity tracing capabilities in support of the Pandemic Case Management Suite (PCMS).� PCMS has been identified as an operational requirement in an effort to support the USAF�s fight against the COVID-19 and future biological outbreaks by providing early infection identification and digital traceability of infected personnel to commanders to inform personnel and unit readiness decisions.� Objectives The Government is seeking commercially available wearable technologies that can provide insight into biometric data (ex: heart rate fluctuation, O2 levels, heart rate, heart rate variability, temperature, inter-beat interval, etc.) that can identify a potential infection early and alert the user through its user dashboard with warnings and shall not perform any location tracking or collect or store personally identifiable information (PII). The wearable technology needs to have an ability to integrate into a third-party dashboard.� Additionally, an interested party should have an active, pending, or be able to comply with and obtain a cybersecurity authorization. The Government is also seeking information on the commercial availability of data integration services which will require the integration of dozens of commercial data streams. An interested party would have ample security capabilities to protect user data and PII. Additionally, an interested party should have an active, pending, or be able to comply with and obtain a cybersecurity authorization. Finally, the Government is seeking information on proximity tracing capabilities. Proximity Tracing capabilities will need to be user friendly, have an ability to integrate into a third-party dashboard, utilize commercial networks, and ample security to protect any and all PII. Any proximity tracing capability shall not have a location tracking capability. Additionally, an interested party should have an active, pending, or be able to comply with and obtain a cybersecurity authorization. The Government requests that interested parties provide a list of commercial technologies they are actively utilizing in the fight against pandemic viruses and other diseases, and to answer any of the following questions that may be relevant: What are the key functions of technology or service (Obj 1, 2, and/or 3)? Does technology have contact tracing capabilities? What is the commercially marketed use of technology or service? Is technology FDA fully licensed or have Emergency Use Authorization (EUA) approved? Is technology authorized to be worn within secure spaces?� If so, who is the authorizing agency and who is a good POC? Can data from technology be provided to a third party integrator as part of a larger suite of toolsets utilized by the USAF or DoD? More specifically, is technology capable to push data (i.e. S3 bucket) to a third party integrator? Does technology define a bulk endpoint API? If providing integration services with third parties, what is the maximum amount of data sets that can be imported without interruption? Have these integration services been provided in the past, either in a commercial or non-commercial environment? How are supply-chain risks mitigated? Are there any foreign companies in your supply chain? If so, please provide a list of countries. How is user privacy protected? Are there any known constraints of technology or service? What is user retention/participation rate? Has technology or service been utilized by the Government before? If so, which agency and who is a good POC? Is private industry using your technology or service for COVID-19 today? What has been the user adoption rate when used for COVID-19? What impact has technology or service had on the organizations return-to-normal business operations? Has the number of active users declined since the vaccines have been released? Has your device shown a correlation between collected biometric data and COVID-19 infection (and/or symptom onset)? Have these results been analyzed and/or confirmed in a peer review setting? Would your company be willing to sign an Associated Contractor Agreement (ACA) to ensure the free flow of non-proprietary information to enhance success of the PCMS program? Does your company have experience ACAs with in the commercial market? What were the results? Do you have an active GSA Supply Schedule or IDIQ contract? Please provide Schedule or Contract number. Provide a cost estimate for each technology/service (bulk order discounts, minimum buy requirements). Per person cost. License and/or subscription cost, if applicable. Data integration with third party cost. Education/training support cost. Pleases provide any additional information you believe may be relevant to the Government. Responses Responses shall be in the form of a white paper or powerpoints presentation. A white paper shall not exceed 25 single-sided pages and shall be UNCLASSIFED. Respondents should indicate their interest in this effort as a prime or subcontractor, and also indicate their small business status. This RFI is for information and planning purposes only and does not constitute a RFP nor does its issuance restrict the Government as to the ultimate acquisition approach. Please be advised that all submissions become Government property and will not be returned. Any response submitted by respondents to this RFI constitutes consent for that submission to be reviewed by Government and Advisory & Assistance Services contractor employees supporting the PCMS Program (Rose Developments, Inc.). Any objection by a respondent shall be done so in writing via a cover letter accompanying your response. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
