- The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a one year service contract for a Rigaku SmartLab X-Ray Diffraction System. The SmartLab is a multi-purpose, computer controlled, high resolution x-ray diffraction system. It is a fully automated optical system with a 5 axis, theta/theta closed loop goniometer drive system, with both parallel beam and Bragg Brentano optics, in-plane scattering arm and a 9 kW rotation anode generator. The x-ray diffraction system has been off contract for 6 months and so a pre-contract inspection is required. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a service agreement for preventive maintenance and emergency service for the Rigaku instruments.� This requirement is anticipated for Fiscal Year 2022. After the results of the market research are obtained and analyzed, and specifications are developed for the preventative maintenance service contract for the Rigaku SmartLab X-Ray Diffraction System that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order.� If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. GENERAL Provide a pre-contract inspection. Provide a one year preventive maintenance service contract for a Rigaku SmartLab X-Ray Diffraction System. BASE REQUIREMENTS The Preventative Maintenance and Repair Service Contract includes: One year standard service including parts and labor. The Hardware included: � 9kW SmartLab System In plane attachment Thin film attachment � Haskris Chiller, �CBO f polycapillary Optics �Ge 220x2 monochromator �Ge 220x4 monochromator �Diffracted Beam Monochromator � RxRy attachment � D/teX Ultra2 detectors The service contract coverage to include ����������������������� � 1 preventive maintenance visit per contract year ����������������������� � Unlimited emergency service visits as deemed necessary by seller � 1 Anode Rebuild per year, includes parts, labor and balancing, shipping one way ����������������������� Performance of Service � Includes 72 hour On Site, best effort response. Business Hours are Monday through Friday 8:00 A.M. to 5:00 P.M., excluding Saturdays, Sundays and Rigaku Recognized Holidays. (New Anode Assemblies are sold separately) by OEM factory trained personnel � Emergency Service visit as deemed necessary by SELLER�s service personnel. � Technical Telephone Support During Business Hours, 8am to 5pm Monday through Friday CST OEM by factory trained personnel � Standard System Parts (OEM replacement parts only) and Shipping. Includes Haskris (no consumables) � All Labor, Travel and Expenses Deliverables The contractor shall submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs with all pertinent information about the service call. Contractors Minimum Qualifications: The Contractor shall provide Rigaku certified engineers or technicians during the performance of this requirement.� Contractor personnel shall have at least two (2) years of experience on Rigaku x-ray diffraction systems. Contractor personnel must be US citizens to access the NIST, Gaithersburg, MD. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources with a size standard of $22M or less. Please include your company�s size classification and socio-economic status in any response to this notice.� Companies that can provide a preventative maintenance service contract are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
