Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Campbell Scientific, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Biogeochemical Sciences Branch in Hanover, NH requires for Campbell Scientific high-frequency meteorological sensors and accessories to measure land surface albedo, wind speed profiles, temperature, relative humidity, and soil parameters. Specification: The sensors are required by CRREL to deploy at the U.S. Department of Agriculture (USDA) Jornada Experimental Range (JER). Specifically, the equipment must maintain continuity in measurements and data collections with the lab�s existing Campbell Scientific dataloggers at the National Wind Erosion Research Network sites. The requested equipment is vital in providing standardized measurements of wind erosion and its controlling factors in on-going research projects throughout the USDA Long-Term Agroecosystem Research (UDSDA-LTAR) Network. To carry out these tasks effectively, the requested equipment must satisfy a number of constraints in terms of size, operability and compatibility to maintain integrity and consistency with the data collected previously. Additionally, the cabled connections to the Kipp & Zonen 4-Component Net Radiation (CNR4) Sensor are modified exclusively through Campbell Scientific to enable the sensors to be compatible with the lab�s existing Campbell Scientific equipment. The CNR4 is cabled for Campbell Scientifics dataloggers through pigtails that connect directly to a Campbell Scientific dataloggers or by connectors that attach to a prewired enclosure thus making Campbell Scientific�s cabled modification exclusive to Campbell Scientific, Inc. The associated North American Industry Classification System (NAICS) code 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables � was determined to best represent this requirement. The small business size standard is 750 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 30 August 2021 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
