Description
Special Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to ThermoFisher (Life Technologies) for the purchase of service: Scope Contractor will provide preventative service and maintenance support for the following instrumentation 1-KingFisher Flex SN: 711-81491, 1-ABI 7500 FAST DX SN:275032036, 1-Veriti-ThermoCycler SN:2990244082 housed in the Specialty Laboratory of Pathology & Laboratory Medicine Service at Audie L. Murphy VA Hospital. Due to the proprietary nature of the instrumentation, it is essential that only Certified ThermoFisher (Life Technologies) Field Service Engineer s (FSE) work on the Kingfisher, ABI, and Veriti Instruments. ThermoFisher Instrument Service allows only Certified ThermoFisher FSE s to service the Kingfisher, ABI, and Vertiti Instrumentation. Contractor Service Program should include at minimum: All Parts, labor, and travel for remedial onsite repair. No charge for planned maintenance visits. One annual planned maintenance (PM) visit. Must provide a contact number to request and schedule planned maintenance visit. Guaranteed priority response time of 2 business days after receipt of a service call. Priority telephone and email access to instrument technical support. Telephone and email access to application technical support. Remote Monitoring and Dx Service, which provides for notification to customer of instrument failures or errors that are reported by AB's Remote Monitoring software. Vendor must offer a replacement unit of the same instrument model covered by this service plan should Vendor determine that Vendor cannot repair the customer's instrument through telephone support or Onsite repair. Replacement Instrument must be factory-certified refurbished unit of the same instrument model covered by this service plan within one business day from the time that Vendor determines that a replacement instrument is required. If a refurbished instrument is not available a new instrument must be provided. Vendor will pay the costs of shipping the instrument being replaced from the VA site to Vendor as well as the costs of shipping the replacement unit to the same VA site. Vendor must make timely repairs of instrument not to exceed 1 week and return original instrument to VA Site. Any additional services required not covered by this Maintenance will not be performed until a separate purchase order may be obtained. The vendor is not authorized to continue repair until it is determined that the services are covered under this contract or a one-time purchase order has been obtained. Location This service and maintenance support will be used on the 1-KingFisher Flex SN: 711-81491, 1-ABI 7500 FAST DX SN:275032036, 1-Veriti-ThermoCycler SN:2990244082 in the Specialty laboratory located in the Pathology and Laboratory Medicine Service s San Antonio Laboratories of the STVHCS. Period of Performance Base plus Four Option Years. Deliverables/Supplies As needed service and maintenance on the 1-KingFisher Flex SN: 711-81491, 1-ABI 7500 FAST DX SN:275032036, 1-Veriti-ThermoCycler SN:2990244082. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a contract will be issued to RDC. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. Do NOT respond in the Interested Vendors List .
