- The Department of Veterans Affairs (VA), Office of Information and Technology (OIT) Development, Security, and Operations (DevSecOps) Solution Delivery (SD) Telecommunication Provisioning Office (TPO) National Pager Services 36C10B22Q0004_01 The Department of Veterans Affairs (VA), Office of Procurement Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is conducting market research to identify potential sources capable of providing pager services for VA locations across the 50 United States. Please see the attached Performance Work Statement for additional details. At this time, VA is contemplating a potential multiple-award Blanket Purchase Agreement (BPA) type arrangement. The anticipated period of performance would provide a five (5) year ordering period. The North American Industrial Classification (NAICS) for this effort is 517312. See specific requirements in the attached DRAFT Performance Work Statement. This is a Pre-solicitation notice/request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this Pre-Solicitation notice/RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Pre-solicitation notice/RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Pre-solicitation notice/RFI. Submission Instructions General Your response must address capabilities specific to the services required in the attached PWS and must include the following: Request Company information to include: Company Name CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov Company Address Point of contact name Telephone number Email address Socioeconomic data For Service-Disabled Veteran Owned Small Business (SDVOSB)/Veteran Owned Small Business (VOSB) concerns, indicate whether you could meet the requirement that a Government procurement, an information technology procurement classified under SDVOSB/VOSB is in accordance with Veterans First Contracting Act for the applicable NAICS. Company Business Size and Status for NAICS 517312 Names and types of current federal contracts and/or contract vehicles that can be utilized for the scope of the requirements (NASA SEWP, GSA, GWAC or any other Schedule if you are included in one or more. Please include Contract Number, expiration date, etc.) Capability Statement Submit a capability statement describing your company s ability to meet the requirements in the attached draft PWS. The capability statement shall be limited to 10 pages and no more than 5MB. RFI submissions shall be provided to the POCs identified in this posting NLT than September 10, 2021 at 12:00 PM Eastern Time. In addition, please provide the following information: Questions for Vendors With regards to the requirement described within the PWS, please identify potential conflicts or deviations from what industry provides as part of its commercial practices. If vendors identify potential existing contracts (e.g. GSA MAS), what services are not covered under those existing vehicles? Please describe a typical implementation effort, inclusive of timelines to prepare and support a site with the vendor s solution. As stated above, the government is contemplating an acquisition strategy for issuance of multiple award BPA, potentially against GSA MAS. Please describe any potential issues or other feedback with this approach. Submit questions in writing, regarding this RFI to Nasaya.Morgan@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment.
