- COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) subpart 12.6 and Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The proposed contract action is for a brand name only. The brand name and model number of the products are Dimensions.ia subscriptions, part number D.S05K 0630 (base year) and part number D.S00K 0630 (option years). This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 and DFARS Publication Notice 20210709.� It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. FAR and DFARS provisions and clauses applicable to this procurement are included in Attachment 1 � Solicitation HQ003421R0289 SF 1449. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.� The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, with a small business size standard of $41.5M. The Washington Headquarters Services (WHS) is seeking to purchase Dimensions Analytics Subscription service � Access for 16 users (16 seats). All interested companies shall provide a quotation for the following (See Instructions to Quoter on Attachment 1 � RFQ HQ003421R0289 SF 1449): Line Item 0001: Dimensions Analytics Subscription by Digital Science & Research Inc for 16 seats, Part No. D.S05K 0630. Standard access must include Publications, Grants, Patents, Policy Documents, Clinical Trials data and Datasets. 1 year of Platform Subscription Support which includes up to 500 hours of subscription support, up to three (3) � one (1) hour virtual overview training sessions requested at least two weaks in advanced, support tickets, and use of data permitted during the term and to be deleted on termination. Quantity � 1 LT Line Item 1001: Dimensions Analytics Subscription by Digital Science & Research Inc for 16 seats, Part No. D.S00K 0630. Standard access must include Publications, Grants, Patents, Policy Documents, Clinical Trials data and Datasets. The Offerors are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced quote is determined to be more advantageous to the Government.� However, the perceived benefits of the higher priced quotation must merit the additional price. Rating Methods: The Technical factor will be rated on an acceptable/unacceptable basis. In order to be considered technically acceptable, the offeror shall be an authorized reseller or the original manufacturer, include in their quote all required brand name line items and meet the required delivery date and period of performance. In addition, the quoter shall take no exceptions to the solicitation in its entirety. System for Award Management (SAM): Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency.� Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Quoters shall e-mail their quotation to jimmie.j.toloumu.civ@mail.mil so that it is received by the response date/time for this solicitation.� It is the responsibility of the quoter to confirm WHS�s receipt of its quotation.� An e-mail quotation will be considered received when it is received in the electronic in-box of jimmie.j.toloumu.civ@mail.mil not later than the date and time identified herein. The maximum size of an email, including attachments, which the WHS server can accept is 10 megabytes (MB). Therefore, the Quoter may choose to send their quotation in separate emails, if the combined file size of any email received by the WHS email server will exceed 10MB.� Quoters are encouraged to remove excess graphics from their quotation to ensure quotation remain under the file size limit.
