- COMBINED SYNOPSIS/SOLICITATION- NFFN73002102954KXB SEFSC Conduct a trawl feasibility study and design on Southern Journey (I)���������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II)��������� This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number NFFN73002102954KXB. (III)������� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (MAR 2021) (Deviation 2020-11) (AUG 2020). (IV)������� This solicitation is being issued as a total small business set aside. The associated NAICS code is 541330.� The small business size standard is $16.5M. (V)�������� This combined solicitation/synopsis is for the purchase of the following commercial item(s): All non-personal services performed under this contract is required to meet the quality and performance standards as identified. Conduct trawling feasibility study on NOAA vessel R/V Southern Journey for both single and double rigged trawling. This study needs to be conducted for single stern-rigged trawling and double rigged trawling with outriggers both separately and together with regard to the presence of trawling components for each method.� (VI)������� Description of requirements is as follows:�� The contractor shall provide all the necessary materials, labor, equipment/supplies, and supervision necessary to accomplish all tasks for the completion of the work set forth in the attached Statement of Work (SOW).� (VII)������ PERIOD OF PERFORMANCE:� Contractor shall have up to 120 days from date of award to complete the trawl feasibility study. PLACE OF PERFORMANCE: NOAA Fisheries Service Dock 202 Delmas Ave. Pascagoula, MS� 39567 See attached full Combined Synopsis with all terms and conditions which all vendors must be in compliance with to be eligible for award.� Quotes must provide all requirement in FAR 52.212-2, Evaluation � Commercial Items to be eligible for award. Quotes are required to be received in the contracting office no later than 4:00 P.M. EST on 9/15/2021.� All quotes must be emailed to the attention of Karen Beck at karen.beck@noaa.gov
