Description

Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) type Delivery Order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Corporate Basic Ordering Agreement (BOA) for Procurement and Installation of� 52 Navigation Warfare (NAVWAR) kits on the E-2D Advanced Hawkeye (AHE) aircraft. As the sole designer, developer and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source�, and no other supplies or services will satisfy agency requirements. �Small businesses interested in subcontracting possibilities may contact Ms. Vicky Harper-Hall, One Northrop Grumman Ave. M/S 30/K08400/D4, El Segundo, CA 90245, Phone: 310-331-3995, Fax: 310-332-1655. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
