Description
THIS ACQUISITION IS FOR 100% NATIVE OWNED SMALL BUSINESS SET ASIDE UNDER THE BUY INDIAN ACT (25 U.S.C.). The offeror represents as part of its offer that it [ ] does [ ] does not meet the definition of Indian economic enterprise as defined in 14.80.201. Specifications: Professional Development Services Navajo BIE will implement a pilot program for six identified schools designed to implement the Marzano High Reliability Schools (HRS) Framework, a structured, systemic approach to school improvement. History of Requirements: Navajo BIE has had specific, defined areas of focus, which are directly aligned to the Navajo District's priorities for improving instructional leadership and instructional practices. Professional development has focused on implementing Professional Learning Communities and Professional Learning Teams for the mission of supporting school improvement and the BIE's Strategic Direction. In an effort to improve student outcomes and increase College and Career Readiness, Navajo BIE will implement a pilot program for six identified schools designed to implement the Marzano High Reliability Schools (HRS) Framework, a structured, systemic approach to school improvement. The High Reliability Schools Framework is a hierarchy of five progressive levels of school improvement: 1) Safe, Supportive, and Collaborative Culture 2) Effective Teaching in Every Classroom 3) Guaranteed and Viable Curriculum 4) Standards-Referenced Reporting 5) Competency-Based Education The High Reliability Schools Framework directly aligns with BIE's Strategic Direction. Specifically, the pilot program will focus on HRS Level One, which supports BIE Strategic Goal Two: Wellness, Behavioral Health, and Safety. Additionally, the pilot program will focus on HRS Level Two, which supports BIE Strategic Goal Three: K�12 Instruction and High Academic Standards. Period of Performance: 1. October 2021 (3 Virtual 2 Hour Sessions) � Leading a High Reliability School with School Leadership Teams � all pilot schools combined 2. November 2021 (6 Days onsite/virtual) � Becoming a High Reliability School with entire Instructional Staff � one day per pilot school 3. December 2021 (6 Days onsite/virtual) � Becoming a Collaborative Team with entire Instructional Staff � one day per pilot school 4. January 2022 (6 Days onsite/virtual) � The New Art and Science of Teaching with entire Instructional Staff � one day per pilot school 5. February 2022 (6 Days onsite/virtual) � Becoming a Collaborative Team Part Two with entire Instructional Staff � one day per pilot school 6. March 2022 (2.5 Days) � High Reliability Schools Summit with pilot Principals, Instructional Leaders, and Designated District Personnel 7. April 2022 (12 Virtual 3 Hour Sessions) � The New Art and Science of Teaching with entire Instructional Staff two sessions per pilot school 8. 33.5 Days Total Description of Services: Professional Development consultants will use the HRS Framework to target four areas of focus: 1) Leading a High Reliability School 2) Becoming a High Reliability School 3) Collaborative Teams that Transform Schools 4) The New Art and Science of Teaching Measurable Outcomes: 1. School teams will complete Comprehensive Needs Assessments that align with the HRS Framework. 2. School teams will complete School Improvement Plans that align with the HRS Framework. 3. Schools will complete submission packets for HRS Level One Certification. What are the measurable activities and task, defined in a sufficient level of detail such that one can determine if the objectives are met? 1. A HRS Coach and EPA approved Comprehensive Needs Assessment will be uploaded into Native Star. 2. A HRS Coach and EPA approved School Improvement Plan will be uploaded into Native Star. 3. A HRS Coach will verify that all Level One Certification submission requirements have been met, and the EPA will have the submission packet on file. What are the estimated milestones? 1. The Comprehensive Needs Assessment will be completed by the end of October 2021. 2. The School Improvement Plan will be completed by the end of October 2021. 3. The HRS Level One Certification packets will be completed by the end of July 2022. What if any special resources are required? 1. The BIE will be responsible for reproduction of all handouts and other printed material. 2. The BIE will provide the venue, video equipment, and technical support for each onsite professional development session. When meetings are to occur and reports required, as applicable: Dates, Region, Training sites. 1. Vendor will provide evaluations to be completed by all BIE Navajo District participants, upon completion of each professional development session. 2. Vendor will collaborate with customer in creating and finalizing the agenda for each professional development session. 3. Trainings to be provided face-to-face or virtual. Mode of Support: 1. In the Period of Performance Section, most of the sessions are listed as onsite/virtual. In those cases, the preferred mode of support is onsite, so proposals will need to reflect the cost of onsite support. 2. In the event that onsite support is not feasible/advisable, then the support will occur in a virtual mode. 3. Whenever virtual support is used in place of onsite support, the cost savings to BIE will be recompensed in the form of Books and other training materials for the participating schools. The due date for responses to this RFQ shall be sent via email to karen.cooper@bia.gov, no later than 3:00 PM Eastern Time, September 07, 2021. Any submissions received after the date and time specified herein will NOT be considered for award. Quotes must be submitted through email to karen.cooper@bia.gov. Any other method of submission will NOT be considered. Please allow time for any delays that may impact submitting your quote.
