RESCHEDULING of the Site Visit for the Project: The site visit for the solicitation has been rescheduled for Friday, 24�September 2021. For persoonel needing access to Camp Zama/Sagami General Depot, please re-submit USAGJ Form 1529, One Time/Multiple Access Roster to the POC shown below by 15:00 pm, Thursday, 16�September 2021, Japan Standard Time.� �The site visit will start at Camp Zama, Bldg. 250 and will end at Sagami Depot.� �Those requiring escort, shall meet at the designated location in paragraph (f) below. *************************************************************** RESCHEDULING of the Site Visit for the Project: The site visit for the solicitation has been rescheduled for 8 September 2021. The attendee list shall include full name, company name, email address, and if temporary base access to Camp Zama is required. (e) Transportation: Attendees must provide their own transportation. The Government will not provide transportation from the gate to the site location. Commercial vehicles (taxis) will not be allowed access on base. To drive private vehicle on CAMP ZAMA. Each vehicle shall have valid Vehicle Registration (Shakenshou), Japanese Compulsory Vehicle Insurance (Jibaiseki Insurance) and Property Damage Insurance (Nini Hoken). Copy and photo are invalid. (f) Temporary Base Access: Contractors that do not have base access to Camp Zama shall meet a designated Government Representative at the following date and time for base escort: Base Escort Meeting Location: See Attached maps. Date: 26AUG21 (may be subject to change when solicitation is issued) Time: 0900 JST Location: See Attached maps. (g) Required Documentation for Base Escort: Valid Picture Identification (ID): Valid IDs are required for entry onto Camp Zama, Japan. Driver�s License (Valid Driver's License with Japanese Police issued 8-digit code), Passport or Jyuuki (Jyuuminn kihon daicho) Card (with photograph) are considered valid picture IDs. Additionally, please fill out the G1529 (1529 DEC2020) with the applicable information. Please also e-mail the following documents in PDF file with USAG-J Form 1529 DEC2020 with Valid Picture Identification (ID). Note: For Japanese, Passport or Japanese Driver's License are considered valid picture Identification.� Those individuals using a newly issued Japanese driver�s license with an Identity Code (IC) chip as a form of identification will be required to enter an 8 digit Personal Identification Number (PIN) into an IC Chip Reader. Individuals are granted 3 attempts to input their PIN and will be denied access if they are unable to input the correct PIN.� To obtain or reset the PIN code, individuals should go to their local Japanese police department for assistance. For non-Japanese visitors, Passport or Alien Registration Card are considered valid picture identification. (h) Photography: Contractors are permitted to take photographs during the site visit. However, only to applicable photographs of the project site. (End of provision) *********************************************************** Corrections were made to the project PSC�Code and NAICS Code.� ************************************************************ The U.S. Army Corps of Engineers, Japan District (POJ) is providing a PRESOLICITATION notice pursuant to FAR 36.213-2.� This is not a solicitation. PROJECT INFORMATION Project Title: �PPMD Space Utilization and HVAC Bldg. 250 Project Location: Camp Zama, Japan Project FSC:�Y1AZ - CONSTRUCTION OF OTHER ADMINISTRATIVE FACILITIES AND SERVICE BUILDINGS Project NAICS: 236118 � Residential Remodelers Project Magnitude: Between �50,000,000 and �100,000,000 ($500,000 and $1,000,000) (FAR 36.204) Project Description: Design-Build.� Electrical upgrades, electrical and communication connections, carpet replacement, painting, HVAC Repair, minor upgrades and Systems Furniture at Building 250, Camp Zama.� SOLICITATION INFORMATION: Procurement Method: The Government will issue a Request for Proposal (RFP) Solicitation utilizing the Lowest Priced Technically Acceptable (LPTA) source selection procedures outlined in FAR 15.101-2. The Governments anticipates issuing the solicitation no later August 2021.� The solicitation when issued, will identify the proposal submission instructions.� All solicitation documents will be posted on SAM.Gov when issued.� It is the responsibility of interested vendors to monitor SAM.Gov for issuance of the solicitation and/or amendments.� The Government intends to award a firm-fixed-price construction contract as a result of the RFP.� �� ****************************************************************************** SYSTEM FOR AWARD MANAGEMENT (SAM). �All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. �Information on registration and annual confirmation requirements may be found at http://www.sam.gov.� OFFEROR ELIGIBILITY.� Only local sources will be considered under this solicitation.� Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation.� Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and�must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting�contracts.���In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do�construction work in Japan and possess necessary construction licenses and permits to perform work required under this�solicitation.� The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as �Members of the Civilian Component� under Article I(b) of the SOFA.� CONTRACTOR APPLICATIONS.� Firms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:� https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application.� Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a �Local Source.� Interested Joint Venture (JV) partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application.
