A site visit will be conducted on Wednesday, 8 September 2021, 09:00 AM EST for the purposes of providing access to the existing aircraft maintenance stand. This visit will be held at the 104th Fighter Wing, Building 29 Parking Lot (North), 175 Falcon Drive, Westfield, MA, 01085-1482. 2. Due to security conditions, all interested parties must register to attend this site visit. Email a completed Entry Authorization Listing (EAL) [EAL (21Q0004).pdf], for all attendees to: 104.fw.msc@us.af.mil. All participants must comply with the Governor of Massachusetts orders concerning COVID-19 travel. 3. This information must be provided in advance, not later than three business days prior to the meeting, in order to ensure access to the military base and site visit. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government�s denial of your access to the installation. This information will be provided to the Base Security Forces who will authorize your entrance to the site. 4. You may be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Driver�s License, (3) Proof of Insurance for Vehicle, and/or (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. 5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�� �Solicitation number W50S81-21-Q-0004, is hereby issued as a Request for Quote (RFQ) for F-15 Intake Stand Assembly. �A contract will be awarded without discussions as a single, Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures.� (iii)�� �This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 20210709. The Factors that shall be used to determine Best Value, in order of importance are as follows: Technical, Past Performance, and Price. 1. �Technical: �The Government will evaluate the Offeror�s proposed�aircraft maintenance stands�for compatibility with the current maintenance stands manufactured by JETechnology Solutions, INC.���� 2. �Past Performance: �The Government will evaluate the Offeror�s record of past performance in work relevant to the type as called for in the PWS. �Offerors are advised that, in addition to the Past Performance information requested in the Submission Requirements above, the Government may obtain Past Performance information from interviews/questionnaires tailored to the circumstances of this acquisition and/or any other sources available to the Government. Sources may include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS and interviews with Government Program Managers and Contracting Officers 3. Price: �The Government will evaluate the pricing proposed by the Offeror for fairness and reasonableness based upon comparative assessment priced items of comparable quality, and other rates included in the proposal, with those received from other offerors and upon the Government's knowledge of and previous experience with these items. The Contracting Officer may only award to a responsible vendor whose proposals conform to this combined synopsis/solicitation and offer the best overall value to the Government.
