Description
PRE-SOLICITATION NOTICE NOI-NIAID-2087997 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with SomaLogic Inc to procure installation, validation, and operational training of the SOMAscan Assay HTS v4 system at the Center for Human Immunology. The CHI studies the systems biology of the immune response to disease on many levels, including on the proteomic level. The SomaLogic SomaScan assay is a proprietary patented proteomic assay based on individual SOMAmer reagents used for the discovery of biomarkers in biospecimens (like human serum, plasma, CSF, urine, cell lysates, and tissue homogenates). SomaLogic is the sole manufacturer of the SomaScan Assay platform and its reagents. The 7,000 targets probed in the SOMAscan v4 HTS assay represent a broad variety of proteins including cytokines, growth factors, receptors, proteases, protease inhibitors, kinases, structural proteins, and hormones known to be important in human diseases and immunological responses. Assay qualification studies show that the SOMAscan Assay performs with median sensitivity of 100 fM (limit of detection) and median coefficient of variation (CV) of approximately 5% across all analytes measured repeatedly in replicate runs of biospecimens. In addition, the overall detection range of the platform spans 8 logs of dynamic range in serum. The Assay provides high throughput (96 samples per plate), highly multiplexed (~7,000 analytes), rapid (<48 hour turnaround) results. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2087997 to Dana Monroe at dana.monroe@nih.gov, by 5:00 pm eastern standard time Wednesday, September 8, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
