Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of purchase order. Delivery to Bethesda, Maryland 20892 approximately ninety (90) days after receipt and acceptance of award. This requirement is to provide equipment to the Laboratory of Immunoregulation (LIR) to maintain continuity of science, data integrity, experimental compatibility between existing equipment and critical protocols, and to prevent variability in data.� The LIR requires a new Becton Dickinson (BD) Special Order FACSymphony A3 Cell Analyzer to continue its longstanding research mission aimed at elucidating basic mechanisms of HIV/AIDS pathogenesis.� In addition this new requirement will be employed in projects initiated by the LIR in 2020 involving COVID-19.� In order to perform the experimental process concern of HIV and COVID-19 the lab is upgrading from a BD FACSCanto II flow cytometer that is reaching the end of its lifespan.� The BD FACSymphony A3 Cell Analyzer will be equipped with 5 lasers, 30 parameters with 28 colors allowing the lab to utilize up to 28 different antibody/dye combinations.� This is significant improvement from the current instrument that offers less antibody/dye combinations, which has become insufficient for the types of experimentation that LIR need to perform in order to make progress in their research projects.� In addition, the 96 well microtiter high throughput sampler is a significant upgrade to the current instrument, which does not have the autosampler.� The autosampler will increase the productivity and allow the lab to analyze tissues in a rapid way.� This is essential because these tissues often degrade over time.� �In order to support existing research projects, to provide seamless transition to the new equipment, and to maintain experimental compatibility between existing equipment and the new equipment is to continue with the BD platform that has been used by LIR for numerous years. Procurement of a new BD instrument will allow staff to use existing protocols to avoid introducing outside variables resulting in corruption of the labs experiments leading to spending additional funding to having to start experimental process with a different platform.� Switching to a different manufacturer would require development of new protocols, which would be very costly to the government. The new instrument will be housed in a Biosafety Level II/III laboratory, which no special plumbing, electrical, or special air required as modification to the laboratory is not allowed.� Without this upgrade the LIR will not be able to answer the types of questions that need to be addressed in order to make progress toward the development of an HIV vaccine and to better understand basic features of COVID-19 disease. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources who can provide the same equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-21-2086159) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern daylight time Thursday, September 9, 2021.� All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein.� A determination not to compete this requirement, based upon response to this notice, is solely within the discretion of the Government.� Any response received after the closing date and time of this notice will be late and will not be considered.�
