- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 ""Streamlined Procedures for Evaluation and solicitation for commercial Items,"" as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2087298 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 334515, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The Medical Virology Section (MVS) is part of the National Institute of Allergy and Infectious Diseases (NIAID) that studies the pathogenesis, diagnosis, and clinical aspects of human viruses, especially the herpes viruses. The MVS studies new components for the treatment of virus infections and develops candidate vaccines for prevention of herpes virus infections. The goal of the lab is to understand the biology of herpes viruses, their clinical impact, the antibody, and T cell immunology behind viral infections and to develop effective vaccines. MVS studies several herpes viruses and conducts pre-clinical and clinical research to progress the goals above. The MVS lab requires the Biomek i5 384-well plate head for high-throughput plate loading workflows as part of ongoing research in vaccine and assay development, viral infections, viral biology, antibody discovery and immunology. The 384-well loading head will allow for greater, faster, and more accurate plate loading for our 384-well platforms. Many of the assays are conducted in 96- and 384-well plates but the lab has increased their workload to the point that they now require more high-throughput methods to keep pace with the demands of the lab. MVS currently has the Biomek i5 with a 96-well pipetting head and needs to increase their capacity to meet current demands. The requested Biomek i5 automated workstation 384-well pipetting head will allow high-throughput 384-well plate loading workflows that will greatly enhance their productivity. Beckman Coulter has designed custom methods for their specific needs and will assist in implementing those methods with the new higher capacity system. Place of Performance: NIH, 9000 Rockville Pike, Bethesda, MD 20892 The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the lowest price technically acceptable. The technical capability to meet the above requirements and price.
