- THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachments, constitutes the only solicitation; quotations are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, brand name specific, for upgrading of Atlassian tools Jira, Confluence among various plugins to the Data Center licensing version as well as upgrading from 250 users license counts to 500 user license counts. Software purchase(s) includes 12 months of support from the vendor.��� �Atlassian tool suite is the preferred software tool utilized by the PMA-276 AURA program is already in use by the program. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition.
