Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal and no contract will be awarded from this notice. There will not be a solicitation or specifications available at this time. This notice is a market research tool used for planning purposes only to determine the availability and capability of small business sources. Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic is seeking Large Businesses, Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses and certified 8(a) Businesses, with current relevant qualifications, experience, personnel and capability to perform the proposed services.� Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the best interest of the Government.� A Performance-Based simplified acquisition is anticipated. The contractor shall provide all labor, management, supervision, tools, materials, and equipment required to repair the bloodmobile bus for Norfolk Naval Shipyard in Portsmouth, VA. The unit USN N9653612 is a 2016 Thomas Built Bus model MSV / 102W. The customer (Naval Medical Center Portsmouth) NMCP has determined the unit to be deficient in being able to meet the needs of the bloodmobile service requiring updated to meet current standards and optimize field operations. Statement of Work:� NAVFAC MID ATLANTIC requests the contractor to transport this Stake Truck, unit N9653612, from Norfolk Naval Ship Yard (NNSY), Portsmouth, Virginia and return it to Norfolk Naval Ship Yard (NNSY), Portsmouth, Virginia along with any required permits. The unit will need to be driven to the contractors repair facility by the contractor. The repairs involve removal and replacement of the parts associated with the bloodmobile function of the bus to include the following: replacement of two heaters, installation of 1 ceiling heater, repair of the rear step latch, re-lamination of the rear room counters, repair of rear door latch, covert chair bases to cubbies, repair history room door and walls, replace TV system and check audio wiring, Replace control switch in driver area, replace make lights on exterior of bus, reseal all exterior panels, replace desks with 6)� long bench seats, replace seats interior fascia and replace guide wheels, to include all associated lines, fittings and hardware. Scope of Work: The contractor shall disconnect the batteries, drain all fluids associated for removal and replacement of the items identified above. The repairs and updates to bring the current bloodmobile up to Series 400-102 retrofitting standards. It is highly recommended that the contractor follow the guidelines from Bloodmobile and Thomas Built Buses on the repairs and retrofitting. The Contractor shall be responsible to dispose of all the old parts in accordance with all federal, state and local laws. The contractor shall be responsible for the transport of the unit to and from the contractor�s facility and all associated permits required for the movement of the truck, all work shall be completed at the contractor�s facility. The contractor shall provide all management, labor, parts, and materials to complete these repairs. In event that the contractor damages any other piece of equipment during shipment and removal of the existing parts and during the re- installation of the components the contractor will be responsible for all costs for the additional damage. The contractor shall replace with new all filters, fluids removed, gaskets, seals, O-rings and all other associated items during the transmission and transmission cooler replacement. After the transmission is reinstalled, the contractor shall fill all fluids with the correct type fluid(s). The contractor will complete a full function check of the system(s) to ensure it is back to OEM specifications. The final function check and testing will be completed by the government and contractor upon delivery of the unit to the governments repair facility Naval Weapons Station Earle, New Jersey. The Contractor shall warranty the completed repairs for a period of not less than one year. At the completion of the requested work, and after all operational tests are satisfactorily completed and accepted by the Government, the contractor will submit their invoice into the Wide Area Workflow Government invoicing system for payment. The government reserves the right to perform planned inspections of the equipment during any phase of the repair process during normal working hours and with advanced notice of requested inspection while wearing the proper PPE and proper COVID 19 precautions during the inspection. In the event that the contractor discovers any other damage, work required, or parts requiring replacement beyond the scope of work in this SOW the Contractor will stop all work and notify the Contracting Officer that additional work or where associated items are required for replacement. The Contracting Officer will make the determination to approve or disapprove any additional work. All Large businesses, Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses and certified 8(a) Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. The appropriate NAICS code is 811111, size standard $8 million.� It is requested that interested parties submit a brief capabilities package, not to exceed five (5) pages. This capabilities package shall address, at a minimum, the following: Examples of projects worked within the last five (5) years of similar size, scope and complexity as the work indicated. Knowledge of the state regulations within the are of responsibility (AOR). Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), DUNS number, and CAGE code. Please indicate if you are a Large Business, Small Business, Small Disadvantaged Business, Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, or certified 8(a) Business. In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the services of the proposed requirement within our AOR, please identify the geographic area in which you can operate in an efficient and economical manner. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company�s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.
