**02SEP2021** UPDATED RESPONSE DATE TO 13SEP2021 4:00PM EDT Performance Based Logistic Services � M777A2 Howitzer Fleet PURPOSE The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ �07806-5000 is issuing this combined Sources Sought Notice (SSN) / Industry Day Announcement on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS). This Notice / Announcement is a means of conducting market research to identify potential sources interested in and capable of providing support services and supplies to maintain and sustain the current M777A2 Howitzer force. The results of this market research will be used to help determine the procurement method used by the Government before a solicitation is issued to address this requirement. Based on the responses to this Notice / Announcement, the Government will determine whether this requirement can be met through a small business set-aside (SBSA) or through full and open competition. All SBSA categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided in response to submissions from Industry. DISCLAIMER THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR QUOTE (RFQ)/INVITATION FOR BID (IFB)/REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFQ, IFB OR RFP IN THE FUTURE. THE GOVERNMENT WILL NOT ACCEPT UNSOLICITED PROPOSALS IN RESPONSE TO THIS NOTICE. THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE U.S. GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS NOTICE. SUBMITTALS WILL NOT BE RETURNED TO RESPONDENTS. A DETERMINATION NOT TO COMPETE THIS REQUIREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. IF A COMPETITIVE SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE) � THE SAM.GOV WEBSITE. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. REQUIREMENT The Performance Based Life Cycle Sustainment (PBLCS) contract is a hybrid government-contractor effort to provide life cycle sustainment services to the entire M777A2 fleet, to include the US Army, US Marine Corps, and various foreign partners.�The primary focus of the contract is to provide end-to-end supply chain management of approximately 2,000 unique M777A2 parts to fielded units in accordance with contractual metrics, based upon established criticality, to ensure continuous operational availability of the Howitzer fleet. �In addition, the contractor will provide various engineering and logistics services to support this effort, including Configuration Management, Technical Publication Support, Field Service Representatives to directly support units, and Logistics Support Data. For planning purposes, the current PBLCS contract has provided an average of $10M-$15M of spare parts ordering and an average of 9,500 requisitions per year over the duration of the contract. The Government is interested in contractors who possess the capabilities to execute this effort and showcase the following capabilities: Asset Management. The Contractor shall be responsible for end-to-end supply chain management of approximately 2,000 unique M777A2 parts and establishment of a catalog indicating parts and pricing. Responsibilities will include parts forecasting, procurement, warehousing of parts, obsolescence management, configuration management, and direct delivery of items requested in accordance with established metrics. The Contractor will maintain and update the Technical Data Package (TDP) and Logistics Support Data, including all Government-Initiated Changes. Engineering and Logistics Services. The Government is the design activity and the Product Support Integrator. The Contractor will be required to conduct value engineering and logistics support analysis to continuously improve on the Life Cycle Cost of the howitzer program for the duration of the contract. The Contractor will be responsible for managing an integrated change process with design changes coming from Government, PBLCS Contractor, or third party. This process will include both engineering and logistics changes. The Contractor will be required to maintain and update technical manuals. Additional Considerations. Design Activity. The catalog will be established based upon a Government TDP for which the Government is the Design Activity. The Government will retain Configuration Control, but the Contractor will provide and incorporate recommended changes to the TDP and Technical Manuals. For Government-Initiated Changes, the Government will provide drawings as required to the Contractor for integration into the TDP. The Government will provide the current Technical Manuals to the contractor in Extensible Markup Language (XML) format for continual maintenance and updating of the TDP. All Technical Manuals will require verification and approval by the Government. Parts may be delivered directly to all partners, including OCONUS and non-US Government locations. Parts contingent liability. Contractor will be expected to stock parts sufficient to meet delivery metrics. A contingent liability may be negotiated to cover risk associated with stock levels in event of contract end or termination. SOURCES SOUGHT NOTICE � SUBMISSION DETAILS In response to this Notice, interested firms/companies are invited to describe their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers. The Government is interested in receiving responses that provide examples and experience as it relates to the requirements detailed above. All interested vendors are encouraged to provide the following documents in response to this Notice: A description of current capabilities to perform above requirements. Descriptions should include: Current program management capability for large scope sustainment activities Current asset management capability Current engineering service capability Process flow maps that describe supply chain management capability and the collaboration process between the contractor, client, and suppliers Technical Data Package (TDP) management and maintenance (including TDP configuration management) capabilities Current experience in Technical Manuals developed in XML. Rough Order Magnitude Cost of past experience in similar volume and scope. Responses must be no more than 5-10 pages long. Responses to this Sources Sought Notice shall be electronically submitted via e-mail in a single document. Responses must be submitted in either Microsoft Word or Portable Document Format (PDF). Responses must include this Sources Sought Notice number W15QKN-21-X-0KID in the subject line of the e-mail and the file name of the submitted document. NOTE: RESPONSES SHALL NOT INCLUDE ANY CLASSIFIED INFORMATION. If a company wishes to respond with a submission that contains Controlled Unclassified Information (CUI), it may do so through the through the Department of Defense (DoD) Secure Access File Exchange (SAFE) website to the Points of Contact (POC) listed in this Notice. The DoD SAFE site is at: https://safe.apps.mil/ All documents containing CUI must be marked as �Controlled Unclassified Information (CUI)� along with the CUI category, if applicable, in the header and footer of the document. INDUSTRY DAY ANNOUNCEMENT To further communicate interests and capabilities, the Government is hosting an Industry Day on 22-23 September 2021.� The objective of this event is to provide Government information and obtain Industry feedback on this requirement and the proposed M777A2 PBLSC contract. The Industry Day will be conducted in two parts: A Government Presentation and One-on-One Engagement Sessions. The notional Industry Day schedule is as follows: Day 1- Wednesday, 22 September 2021 0900-1100 EST - Part 1: Government Presentation 1100-1200 EST - Lunch 1200-1700 EST - Part 2: One-on-One Engagement Sessions Day 2- Thursday, 23 September 2021 0900-1700 EST - Part 2: One-on-One Engagement Sessions Part 1: Government Presentation � Industry Day Brief The Government Presentation will include: More detailed description of the current and future M777A2 fleet, including the fleets of the US Army, US Marine Corps, and foreign countries. More detailed information regarding the current PBLCS contract and what the intended contracting strategy is for the next PBLCS contract. The Government presentation will be held via MS Teams and will begin promptly at 0900 EST on 22 September 2021. The Government will distribute the Industry Day Brief and a calendar invitation with hyperlink for the virtual meeting on MS Teams to the Designated Representative identified in each company�s POC Attendee List. If dialing in (vice attending over internet), each company is restricted to two dial-in slots. The MS Teams meeting/teleconference number will open at 0830 EST on 22 September to provide participants 30 minutes to verify connectivity. Part 2: One-on-One Engagement Sessions One-on-One Engagement Sessions (Part 2) will be conducted virtually during the afternoon of 22 September 2021 and on 23 September 2021. Engagement sessions will be one-on-one virtual meetings between the Government and individual companies. The sessions are intended to provide the Government with further and more detailed information regarding Industry capabilities for meeting the requirements described in this Notice. The Government will forward assigned timeslots to individual companies via separate correspondence prior to Industry Day. NOTE: Due to limited time slots, the Government reserves the right to restrict the number of participants in the Industry Day Audio or visual recording devices of any kind are PROHIBITED during both the Government presentation and the one-on-one sessions. All Industry Day events will be held at the UNCLASSIFIED � (CUI) level and the information presented by the Government is considered Distribution Statement C. There will be no hard-copy materials provided to industry. Industry Day slides will be digitally distributed to attendees before Industry Day.� INDUSTRY DAY � PACKET SUBMISSION Companies interested in attending the Industry Day must submit the information requested above under Sources Sought Notice � Submission Details AND the following additional information / documents: POC Attendee List for Industry Day: This is a list of up to four attendees representing the interested company. The list must include the name, company, title, email address and phone number for each attendee. The Attendee List must identify the company�s Designated Representative to whom all Industry Day information will be directed. DD 2345: Companies interested in attending the Industry Day must submit a DD Form 2345 approved by the Defense Logistics Agency (DLA) Joint Certification Office (JCO) in order to receive the Industry Day Slides which are designated as CUI. OPTIONAL: Interested companies are welcome to submit questions ahead of the Industry Day. Responses to questions will be provided to all participants after the Industry Day concludes. All responses to this Sources Sought Notice and Industry Day Announcement must be submitted to the Contract Specialist, Kristina Catalano, via e-mail at kristina.l.catalano.civ@mail.mil no later than 1600 EST on 13�September 2021. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. No phone or email inquiries regarding the status of this potential solicitation will be accepted prior to its release. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
