Description
The Environmental Laboratory (EL) of the U.S. Army Engineer Research and Development Center (ERDC) has a requirement for field data collection and technical expertise relative to marsh and transitional upland vegetation communities within the Seven Mile Island Innovation Laboratory (SMIIL) in Cape May County, New Jersey on a sole source basis to The Wetlands Institute, Inc. (CAGE Code: 4KJ67).� The SMIIL is a collaborative forum and partnership with the US Army Corps of Engineers Philadelphia District (NAP), the State of New Jersey and a non-profit, The Wetlands Institute (TWI) designed to advance dredging and marsh restoration techniques through innovative research, collaboration, and practical application.� The Government requires field data collection and technical expertise relative to marsh and transitional upland vegetation communities within the SMIIL.� The SMIIL encompasses the islands located within the inlet to the back bay area and from the barrier island area to the mainland.� Most of the area is part of the Cape May Coastal Wetlands Wildlife Management Area and is owned by the State of New Jersey.� Because of the sensitive nature of the habitat, the State restricts access to the areas, and permits are required to collect data and biological samples.� The Wetlands Institute (TWI) owns Gull Island, and the tip of the Seven Mile Island (barrier island) is owned by the Borough of Stone Harbor. As with the Cape May Coastal Wetlands Wildlife Management Area, access to these sensitive habitats is restricted.� TWI has permission to access and collect field samples all the State-owned areas and the area owned by Borough of Stone Harbor.� TWI is responsible for routine monitoring, including avian monitoring during nesting season, most of this area for the USACE NAP, State of NJ, and Borough of Stone Harbor.� The Wetlands Institute, Inc., is the only vendor with access to the site and the only vendor with previous knowledge of the plant communities and topographic data associated with the area. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Anna Crawford at Anna.Crawford@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 1:00 PM CST, Tuesday, September 7, 2021.
