- Special Notice Number: NFFN73002103001KXB Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, NMFS/SEFSC/Mississippi Laboratory The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), Mississippi Laboratory intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), to Daiken Applied Americas Inc., the sole source service provider for the comprehensive maintenance program required for the DAIKIN/MCQUAY WMC250D water-cooled centrifugal chiller located at the NOAA Mississippi Laboratory.� The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA), National Marine Fisheries Services requirement for the preventative maintenance service contract for this highly specialized equipment.� The laboratory relies exclusively on the Daikin chiller to provide chilled water for air conditioning the entire lab. This chiller is mission-critical; there is no back up machine or alternate method of cooling the building.� Daikin Applied technicians have exclusive access to all OEM factory technical support and services available (including proprietary diagnostic software) and is the only contractor that can offer this coverage, due to the proprietary nature of the magnetic compressors on the chiller and the computer operating hardware/software. Certain proprietary replacement parts could be very expensive and difficult to obtain; since Daikin is the chiller manufacturer, they have most expeditious part procurement available (at their NOLA warehouse), allowing for the fastest repairs possible.� The period of performance for this is 10/1/2021- 09/30/2022 with 4 option years.� The NAICS code for this requirement is 811219 with a size standard of $22.0 million. The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than September 16, 2021 at 4:00 p.m. Eastern Standard Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to Karen.Beck@noaa.gov.� Such documention will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Daikin Applied Americas Inc. can provide the requirement stated above. �
