- Attached is a Firm-Fixed Price Request for Quote (RFQ).� As described in the Statement of Work, in coordination with the NOAA Fisheries project officer, prepare for, facilitate and document discussions during one stakeholder meeting on PBF management. A well-structured and constructive discussion will be organized on potentially controversial subjects among fishery stakeholders. The contractor will provide facilitation services for the PBF stakeholder meeting and summarize findings in a final report.� The meeting will be taking place in either La Jolla, CA or Long Beach, CA. NOTICE TO OFFERORS: Instructions for submitting a quotation under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may be considered non-responsive.� The Offeror that is non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. The quote shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2.� Submit the quotation to the office specified in this solicitation on or before the time specified in the solicitation.� Email to the Contracting Officer, Raynier B. Camerino, at raynier.camerino@noaa.gov. 3.� The contractor shall provide the following information with their quote submission: a) Point of contact name, telephone and E-mail address. �b) DUNS Number 4.� Provide a response to the following in this package: a)� 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct 2020) (d) Representation b) 52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020) (c) Representation c) 52.212-2 Evaluation � Commercial Items (Oct 2014) (a) (i) (ii) and (iii) (i) Technical Capability to coordinate and collaborate with the project lead to prepare a meeting agenda, facilitate and document discussions during a one day meeting, summarize and provide a meeting report to the project lead.� Experience in facilitating meetings with fisheries organizations and stakeholders.� Knowledge of fisheries objectives, management, and strategies, including catch share programs. (ii) Provide one example describing similar work of satisfactory and successful past performance collaborating and facilitating meetings with fisheries organizations and stakeholders, preparing meeting agendas, summarizing and submitting drafts and final meeting reports to the project lead within the established dates by the customer.� Incorporating the customer's feedback for revisions into the final meeting report, and submitting a revised final meeting report to the customer.� (iii) Firm-fixed price all or nothing.� Award will be made based on best value to the Government in consideration of price and other factors as listed. A Firm-fixed price Purchase Order will be awarded to the selected offeror based on best value to the Government. The evaluation criteria (i) to (iii) are listed in descending order of importance.� Criteria (i) to (iii) will be scored based on completeness of the response received from the offeror in meeting the need for the services with the highest score attainable of 100%.� A deficiency in the response to each criteria element may be reduced in score by 1% to 5%.� A no response to the criteria (i) to (iii) will receive a 0% and the offer will not be considered for award of the Purchase Order. (i) 50% (ii) 30% (iii) 20% 5.�The quotation is required to be received in the contracting office no later than 4:00 P.M. Pacific on September 13, 2021.� Quotes shall be e-mailed to the attention of Raynier B. Camerino, the Contracting Officer, at raynier.camerino@noaa.gov. 6. Inquiries: Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer, Raynier Camerino, by email to raynier.camerino@noaa.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
