- Description
- The Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT), plans to issue a single Best Value Request for Proposal that will result in award of one (1) Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) Job Order Contract for the NAVFAC Romania area of responsibility.� This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. There will be a minimum guarantee of $5,000 for this contract. The contract duration consists of a one-year base period and four (4) one-year option periods for a maximum quantity of sixty (60) months, or a total aggregate maximum of $20,000,000 for all JOC firm fixed price task orders, whichever comes first. There is no yearly limit except for the Not-To-Exceed (NTE) of five (5) years or $20,000,000. Options may be awarded at the sole discretion of the Government. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform renovations, repairs, maintenance, replacements, alterations, demolition, and NAVFAC construction category II, III, and IV tasks. The contractor will be provided plans and specifications to perform construction work, or may be required to provide a design for design-build work.� In support of Design-Build task orders, the JOC contractor shall retain the services of professional Architect-Engineer (A-E) firms experienced with multi-disciplined architectural-engineering design efforts. Projects that require a professional engineer�s stamp may be included under this contract. This procurement will utilize Best Value Source Selection using Trade-off procedures, requiring the submission of both non-price and price proposals.� All future firm fixed price task orders will be awarded using the procedures at FAR 15.1 and FAR 16.505. As the location for this procurement is Outside the Continental United States (OCONUS), Small Business requirements do not apply. Therefore, a subcontracting plan is not required. This contract will replace a contract for similar services awarded in 2017 with a not to exceed amount of $20,000,000. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package.� Requests under the Freedom of Information Act are not required for this information. The solicitation, as well as all notices/amendments related to this solicitation, will be posted to https://beta.sam.gov/. All interested firms must be registered on https://beta.sam.gov/ in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the offeror to check the website daily for any updates/ amendments.� Prospective offerors will have access to the solicitation by searching via the Solicitation number, N3319121R4018 (no hyphens).� Offerors are encouraged to check https://beta.sam.gov/ frequently in order to be notified of any changes to the solicitation.� If you register for this solicitation, you will receive a courtesy e-mail notifying you of all amendments for this solicitation that are posted on the website. Registration for this solicitation, however, does not release the offeror from the responsibility of checking the solicitation daily for amendments.
