- 1. This is a combined synopsis/solicitation for commercial services- prepared in accordance with Federal Acquisition Regulation (FAR) 12 and Part 13 and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. �This combined synopsis/solicitation will result in a firm fixed price purchase order. 2. The solicitation number for this effort is 12639521Q0242 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). 3. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ 4. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. �This requirement is being offered as a Small Business Set-Aside. The NAICS code is 334510.� The small business size standard is 1,250 employees. 5. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Animal Care (AC) in Fort Collins CO for 20 portable (hand-held) digital ultrasound equipment for use during HP inspections to detect and collect data on skin thickness changes for normal Tennessee Walking horses and racking horses as it relates to the Scar Rule Criteria as defined in the Horse Protection Act (HPA). The HPA prohibits horses subjected to a cruel and abusive practice used to accentuate a horse�s gait called soring from participating in exhibitions, sales, shows, or auctions. To facilitate enforcement of the HPA, ultrasound will be used on horse�s pasterns to detect increased skin thickness to aid in the determination of HPA compliance. 6. REQUIREMENTS AND QUANTITIES:� Quantity (20): Portable (hand-held) digital ultrasound equipment that is compatible with apple mobile devices. Ultrasound systems must have the ability to image both superficial and deep anatomy with exceptional spatial and contrast resolution. Automatic image optimization must be included in system software. �System must have the ability to measure skin thickness.� Wireless systems are preferred. Equipment must be rugged enough for outdoor working conditions to include heat, humidity, dust, and potential rain. Additional equipment: (20) carrying case for the equipment, (20) ultrasound gel bottles, (20) cleaning kits and customer technical support. 7.� The period of performance will be from award through 90 days.� Delivery adress:�USDA APHIS AC, �2150 Centre Ave, Bldg B� Fort Collins CO 80526-8117 8.
