- Brief Description-�AMENDMENT 0003�NIST 1333ND21QNB640543 REQUIREMENTS: Gas Chromatograph with Flame Ionization/Mass Selective Detectors and Accessories � PURPOSE:��The following Amendment 0003 is issued to 1.) publish Questions submitted by Vendors and the responses; and 2.) revise specifications within the Combined Synopsis/Solicitation as a result of the questions. Question 1. Our Clarus GC has one auxiliary temp zone (controlled from TC) and we can add up to 2 additional external heater controllers as needed. Not needed with our design. Answer 1.� The existing sampling system was custom built by Wasson ECE Instrumentation and subsequently further customized at NIST to meet additional requirements. The sampling system and GC/FID/MSD sit on a custom platform directly adjacent to the shock tube and cannot be moved without significant cost and likelihood of data quality degradation. Components of the Wasson ECE system, including valves, gas flows, and heated temperature zones are currently controlled by the GC and its associated software. The needed GC/FID/MSD system shall therefore not only meet performance specifications but shall also be capable of controlling the specified components of the existing sampling system and have a physical design compatible with the existing apparatus. Please see the revised Specifications which explains in more details. Overall Arrangement of Documents VOLUME I:� TECHNICAL NIST will evaluate quotations, based on the information submitted in support of the following factor: Technical Capability The offeror shall submit a technical description and/or product literature which clearly identifies the manufacturer and model nos. for the Gas Chromatograph System with Flame Ionization/Mass Selective Detectors and Accessories it is proposing, and clearly identifies each system requirement listed in the SoR, including the approach for installation, testing and training. � For System Requirements 1-31 - The offeror must demonstrate that its proposed componentry meets or exceeds each minimum system requirement described in Section II of the SoR by providing a citation to the relevant section of its technical description and/or product literature.� More specifically: For System Requirement 11 � The offeror shall submit a signed certification from its Engineering Team verifying that the required transfer line location is free of obstruction.� Engineering drawings or photographs of the right side of the proposed GC with side cover removed may be included, if available. For System Requirement 23 � The offeror shall submit detailed documentation if a noise specification with an alternate standard is proposed. For System Requirement 24 � The offeror shall submit detailed documentation if a signal degradation specification with an alternate standard is proposed. For System Requirement 28 � The offeror shall submit detailed documentation if the mass accuracy specification with an alternate standard is proposed. For System Requirement 29 � The offeror shall submit detailed documentation if the spectral accuracy specification with an alternate standard is proposed. For Testing the MSD� The offeror shall submit detailed documentation if an alternate standard for the detection limits is proposed. The offeror shall not simply state they will meet the requirements; evidence shall be provided.� If an offeror does not indicate how its proposed componentry meets a certain minimum system requirement, NIST will determine that it does not.� If applicable, evidence that the offeror is authorized by the OEM to provide the item(s) in the quotation should be included. VOLUME II:� BUSINESS/PRICING The Offeror shall submit one copy of the completed price schedule.� If the quotation is submitted electronically, additional copies are not required.� The price quotation shall be separate from any other portion of the quotation.� The Offeror shall propose a firm fixed price, FOB Destination, for CLIN0001 that includes a one-year warranty. The Offeror is encouraged to discount its rates.� If price discounts are offered, identify the percentage of price discount and/or price reduction offered. ADDENDUM TO FAR 52.212-2 EVALUATION AND BASIS FOR AWARD The Government will award a purchase order resulting from this solicitation that will include the terms and conditions that are set forth herein to the responsible offeror whose quotation is deemed technically acceptable and is the lowest price.� The Government intends to make a single award and reserves the right to make no award as a result of this solicitation. The Government intends to evaluate quotations and award a purchase order without discussions with offerors.� Therefore, the offeror's initial quotation should contain the offeror's best terms from a price and technical standpoint.� However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.� The Government may reject any and or all quotations if such action is in the public interest; accept other than the lowest price quotation; and waive informalities and minor irregularities in quotations received. The Government reserves the right to request revised quotations from, or negotiate final contract terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. The Government will evaluate quotations based on the following criteria:� a) technical capability; and 2) price Technical Capability No prototypes, demonstration models, used or refurbished instrumentation will be considered. Evaluation of technical capability will be based on the information provided in the technical quotation, including any detailed documentation attributed to System Requirements 23-24 and 28-29, the signed certification (plus drawings/photographs, if available) attributed to System Requirement 11 and the approach for providing installation, testing and training.� NIST will evaluate whether the offeror has demonstrated that its proposed system meets or exceeds all minimum salient characteristics and offers a credible approach for installing, testing, and training.� Quotations that do not demonstrate the proposed system meets all minimum salient characteristics or fails to provide an approach for installation, testing, and training will not be considered further for award. Price The Government will evaluate the Offeror�s proposed pricing for reasonableness.
