Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. This announcement is open to all business types to respond with their capability. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Interested parties responding to this sources sought announcement shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance (3) intentions of subcontracting program to include set-asides if any; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) If you are a distributor a statement from the manufacturer that your company is an authorized distributor; (6) a statement to inform the government if you are a manufacturer or distributor; (7) any information regarding FSS/GSA schedule availability; (8) SAM Registration; (9) a rough estimate of pricing for the work to be completed; and (10) any other pertinent company documentation. The Phoenix VA Health Care System requires preventive maintenance, semi-annually and annually that encompasses calculation and analysis of the various rooms listed below. The government anticipates the period of performance of this work to be up to three years. The contractor shall be capable of repair, maintenance and servicing of the various rooms listed below. Its expertise, experience, and regular business shall include the repair, maintenance, and servicing of the rooms mentioned in this requirement. Their expertise and experience shall be of such extent to provide the knowledge of the specific rooms and the scope of repairs, maintenance and servicing generally found in hospital use. They shall possess all the manpower, equipment, tools, and ready sources of parts as necessary to promptly, skillfully, and expertly carry out the conditions of the contract. INSPECTIONS: A. Each of the 29 Isolation rooms shall be inspected and tested annually. This testing will consist of: 1. Measure Supply CFM/Exhaust CFM i. Re-Balance space if needed 1. Rebalance Exhaust Fan if needed 2. Rebalance Constant Volume AHU Trunk if needed 3. Rebalance VAV and Calibrate if needed 2. Measure Room Cubic Area i. Calculate Cubic Ft of Room ii. Calculate Air Change Rate 3. Verify Room Pressure Monitor i. Calibrate if needed B. Each of the 2 Nuclear Med Isolation rooms shall be inspected and tested semi-annually. This testing will consist of: 1. Measure Supply CFM/Exhaust CFM i. Re-Balance space if needed 1. Rebalance Exhaust Fan if needed 2. Rebalance Constant Volume AHU Trunk if needed 3. Rebalance VAV and Calibrate if needed 2. Measure Room Cubic Area i. Calculate Cubic Ft of Room ii. Calculate Air Change Rate C. Each of the 7 Operating Rooms shall be inspected and tested annually. This testing will consist of: 1. Measure Supply CFM/Exhaust CFM i. Re-Balance space if needed 1. Rebalance AHU if needed. 2. Recalibrate Phoenix Valves if needed 3. Rebalance Air Outlets if needed 4. Rebalance Cascading Air Pressure if needed 5.Measure Room Cubic Area i. Calculate Cubic Ft of Room ii. Calculate Air Change Rate 6. Verify Room Pressure Monitors i. Calibrate if needed 7. Verify Room Temperature Sensors i. Calibrate if needed 8. Verify Room Humidity Sensors i. Calibrate/replace if needed 9. Verify Supply Air Temperature Sensors D. Each of the 5 SPS/SPD rooms shall be inspected and tested annually. This testing will consist of: 1. Measure Supply CFM/Exhaust CFM i. Re-Balance space if needed 1. Rebalance Exhaust Fan if needed 2. Rebalance AHU if needed 3. Rebalance VAV and Calibrate if needed 4. Rebalance Cascading Air Pressure if needed 2. Measure Room Cubic Area i. Calculate Cubic Ft of Room ii. Calculate Air Change Rate 3. Verify Room Pressure Monitor Calibrate if needed E. The Laundry pit room shall be inspected and tested semi-annually. This testing will consist of: 1. Exhaust CFM i. Re-Balance Exhaust Fan if needed 2. Measure Room Cubic Area i. Calculate Cubic Ft of Room ii. Calculate Air Change Rate Responses are due by September 10, 2021 at 12:00 pm PST. It is anticipated that a solicitation may be issued in September 2021. If issued, award of a subsequent contract is contemplated in October 2021. Electronic submissions are acceptable and should be sent to both james.moran3@va.gov and william.cornick@va,gov. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses first; however, if response by Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses firms proves inadequate, an alternate set-aside or full and open competition may be used. The North American Classification System (NAICS) code for this acquisition is 238220 Plumbing, Heating, and Air Conditioning Contractors. The SBA size standard for this NAICS code is $16.5M. All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete the Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov to be considered for a set-aside procurement.
