Description
Sources Sought Notice: Veterans Affairs Seeking Leased Space for Outpatient Clinic The Department of Veterans Affairs intends to advertise sources sought notice for offers for leasing 27,000 maximum net usable square feet of space with the occupancy classification of Business as defined the Virginia Uniform Statewide Building Code (USBC) in the defined delineated area. Offered space must: -be protected throughout by automatic fire suppression system -handicap accessible -located on no more than 1 (one) contiguous floor and all space must be contiguous -cannot be in the FEMA 100-year flood plain The Department of Veterans Affairs (VA) intends to make award based on best value and without discussions. In accordance with FAR Part 15.101, competitively negotiated best value trade off source selection procedures will be used to evaluate proposals considering both the total contract price and the non-priced Technical Factors; award will be made to the responsible Offeror providing the best value to the Government. Anticipated Technical Factors are listed below and in in descending order of importance. Areas of Consideration within Technical Factors are not listed in order of importance and will not be assigned a specific evaluation rating. Factor 1: Technical Approach Areas of Consideration -Building Design -Site Design -Sustainable Design -Schedule Factor 2: Offeror s Past Performance and Qualifications Areas of Consideration -Offeror Past Performance -Design Team & General Contractor Qualifications -Financial Resources -Project Management Plan (PMP) Factor 3: Operations and Maintenance Plan Areas of Consideration -Interior and Exterior Maintenance of Building and Grounds -Routine Emergency Calls - Procedure and Response Times -Staffing Plan, Administrative Procedures, & Quality Control Plan Factor 4: Socio-Economic Status Areas of Consideration -Service Disabled Veteran Owned Small Business (SDVOSB) -Veteran Owned Small Business (VOSB) -Small Business -Joint Ventures and all Other The VA Concept Plan Sketch is included for information in this sources sought notice and illustrates a VA preferred internal functional and spatial relationship model; however, Offerors will not be restricted to only using this plan arrangement in developing their proposals and the VA can consider alternate or modified plans. Alternate or modified plan arrangements must provide similar functionality as the VA Concept Plan Sketch and, equally critical, maintain net areas for rooms/spaces. Also, Offerors may propose sites without a Mobile Clinic, or have it placed differently in relation to the facility than is shown and the VA can consider the proposal. On-site parking for up to 225 vehicles is requested including 15 handicapped parking spaces designated specifically for VA use. Offerors may propose fewer total parking spaces and the VA can consider the proposal; however, proposals having less than 100 (one hundred) parking spaces will be considered non-responsive and the number of accessible parking spaces cannot be reduced. Full information including evaluation criteria as well as technical, infrastructure, and systems requirements will be provided in the published solicitation. The VA requires a full-service lease for a 5 (five) year firm term with additional 5 (five) year terms for a total of 10 (ten) years. Offerors will be required to provide the following utilities, systems, and services, including cost for maintenance and upkeep, as part of the rental consideration: -Electrical Power, Water, Gas, Sewer, Trash Removal -Fire Alarm and Automatic Fire Suppression System -Personal Duress Alarm -Intrusion Detection System (IDS) -Overhead Paging -Closed Circuit Television (CCTV) -Emergency Call for Aid (also known as Nurse Call) -TV Signal Distribution -Electronic Access Controls, including issuing access cards -Sound Masking -Next-In-Line Queuing -Door and Door Hardware -Accessories, including ongoing battery replacement as needed for operation -Window Shades -Stanchion and Belt Queuing System -Privacy Curtain Track System -General Purpose Radiology Suite Safety Interlocks -Interior Signage -HAS Check-In and Check-Out Station Windows -Satellite Pharmacy Systems -Special Power Systems -Automatic Generator and Dedicated Circuits -Climate Control -Lighting -Plumbing Fixtures, including ongoing battery replacement as needed for operation -Domestic Hot Water System -Heating Ventilation Air Conditioning (HVAC) Systems -Data System Infrastructure -UPS in the VA Main IT Room -Trash Receptacle Liners -Paper, Soap and Sanitary Products in Toilets -Snow and Ice Removal -Clinical Cleaning -Exterior Lighting -Exterior Signage -Building Signs Interested offerors must submit the address, property description, available square footage, available parking and photographs.  A map or proof that the proposed property is within the delineated area is required. The VA intends to advertise solicitation for offers within the next 30 (thirty) days and interested Offerors must respond within 20 (twenty) days of the advertisement.
