Description
REQUEST FOR WHITE PAPER (RWP) INFORMATION TO OFFERORS FOR WHITE PAPER SUBMISSIONS Future Tactical Unmanned Aircraft System (FTUAS) - W58RGZ-21-R-0G72 INTRODUCTION: The Government is seeking White Papers for a Future Tactical Unmanned Aircraft System(FTUAS). The FTUAS requirement is for the Increment 1 to rapidly field a high Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) solution by 2nd Quarter FY23 with first system delivered by 3rd Quarter FY22. The FTUAS requirement is for a runway independent, point take-off and landing, rapidly deployable Unmanned Aircraft System (UAS) capability. The FTUAS provides Brigade Combat Teams (BCT) an improved ability to execute Reconnaissance and Surveillance (R&S) operations that collect, develop, and report actionable intelligence information about the enemy. The FTUAS provides a distinct tactical advantage due to increased maneuverability through vertical takeoff and landing (VTOL), improved command and control (C2) with an On-The-Move (OTM) capability, a reduced transportability and logistics footprint, as well as significantly improved survivability due to reduced sound signature. FTUAS reduces the operational footprint with the introduction of VTOL and an expeditionary Ground Controller enabling movement on the battlefield with Army organic ground vehicle and rotary wing support. Ideally, Scalable Control Interface (SCI) integrates with FTUAS to enhance employability, command and control of multiple FTUAS, as well as develop a Common Operating Picture (COP). FTUAS paired with SCI leverages autonomy, scalability, and interoperability to maximize battle space R&S objectives for Commanders. Ideally, the FTUAS air vehicle, mission system, and payloads will be Modular Open System Approach (MOSA) compliant to provide ease of upgrade and interchangeability to meet Commanders mission requirements. This requirement is for a fully integrated FTUAS system; not just an air vehicle. The FTUAS shall be delivered with integrated subsystems capable of achieving test, safety, and interoperability requirements necessary to attain a Material Release IAW AR 770-3 Type Classification and Material Release, with associated artifacts, analysis, and engineering support. The Agreements Officer, Angela L. Andrews, is the primary point of contact for this White Paper. All correspondence should be sent to Angela Andrews at Angela.L.Andrews5.civ@mail.mil, referencing RWP# W58RGZ-21-R-0G72. WHITE PAPER SUBMISSION: To review the full Synopsis, submit reason for requesting review, company name, company address, cage code, and Point of Contact (POC) name, phone number, and email address to: Angela.L.Andrews5.civ@mail.mil, U.S. Army Contracting Office. The request for the full Synopsis must be received no later than (NLT) 7 September 2021. The Offeror shall submit all questions to Angela.L.Andrews5.civ@mail.mil by 5:00pm, CST on 09September 2021. The Offeror should reference RWP #W58RGZ-21-R-0G72. The Offerors must furnish their White Papers to Angela.L.Andrews5.civ@mail.mil by 5:00pm, CST on 17 September 2021.
