- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: October 1, 2021 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source procurement to Boiler Efficiency Institute, LLC. (BEI), DUNS number 106910037 to create boiler plant related normal, emergency, and site-specific device testing SOPs. BEI will also write lock out tag out procedures for the boilers, DA tank, condensate tank. BEI will facilitate hands-on training/walk throughs for SOPs. BEI is the consultant for the VA s boiler plant safety program and authors the VHA Boiler and Associated Plant Safety Device Testing Manual, 5th Edition. As such, we are obligated to maintain compliance with all BEI standards and requirements, and participate in regular program reviews and trainings, and inspections conducted by BEI to maintain compliance with VA standards and requirements. In order to qualify boiler operators for safe and compliant operations of the boilers and boiler plant, it is critical that this procedure development and training service be provided by BEI as they are they only source capable of meeting the Government s requirements. All SOPs created will include the following: Boiler Plant Safety Device Testing SOPs. Procedures will be developed for all testing and inspecting all required safety devices in the boiler plant. Procedures for the testing and inspection of boiler plant safety devices will include procedures for, at minimum, the following: Liquid Relief Valve on Economizer (LRVE); Propane Pilot Backup System; Carbon Monoxide and Combustible Gas Alarms in the Boiler Plant; Outside Air Damper Alarm (OADA); Low Water Alarm and Cutoffs on Boiler (LWA/LWCO/ALWCO); High Water Alarm on Boiler (HWAB); Recycle and Non-Recycle Boiler Steam Pressure Limit Switches (RBSPLS & NRBSPLS); Steam Safety Valves on Boiler (SVB), including procedures for accumulation test at high fire; Low Fuel Gas Pressure Cutoff Switch (LFGPCS); High Fuel Gas Pressure Cutoff Switch (HFGPCS); Automatic Fuel Gas Shutoff Valves and Solenoid Vent Valve Seat Leakage (AFGSOV & AFGSVV) Main Gas Line; Automatic Pilot Fuel Gas Shutoff Valves and Automatic Pilot Fuel Gas Solenoid Vent Valve Seat Leakage (APFGSOV & APFGSVV) Pilot Line; Proof of Closure on Automatic Fuel Shutoff Valves (POC AFGSOV) Natural Gas; Flame Scanner for Main Flame Out (FSMFO); Flame Scanner Not Sensing Igniter Spark (FSNSIS); Igniter Timing (IT); Main Flame Ignition Timing (MFIT); Pre-Purge and Post-Purge Timing (PPT); Low-Fire Proving Switch (LFPS); Forced Draft Damper Wide-Open Pre-Purge Proving Switch (FDDWOPS); Combustion Air Pressure Switch (CAPS) (for both Variable and Constant Speed Forced Draft Fan Setup); Purge Airflow Proving Switch (PAPS); Forced Draft Motor Interlock Switches (FDMIS); Low Pilot Fuel Gas Pressure Cutoff Switch (LPFGPCS); Flue Gas Recirculation Damper Interlock (FGRDI); Low Flue Gas Oxygen Level Interlock (LFGOLI); Low Fuel Oil Pressure Cutoff Switch (LFOPCS); High Fuel Oil Pressure Cutoff Switch (HFOPCS); Low Atomizing Media Pressure Switch (LAMPS); Automatic Fuel Oil Shutoff Valves (AFOSV) Seat Leakage; Proof of Closure on Automatic Fuel Oil Shutoff Valves (POC AFOSV) Oil; Oil Burner Position Switch (OBPS); High Water Alarm on Condensate Tank (HWACT); Low Water Alarm on Condensate Tank (LWACT); High Water Alarm on Deaerator Tank (HWADT); Low Water Alarm on Deaerator Tank (LWADT); Deaerator Overflow Drain System (DAODS); Deaerator Safety Valve (DASV); Steam Safety Valve Following PRV (SVFPRV) Deaerator; and Liquid Relief Valve on Oil Pump Set (LRVOPS). Emergency Operations SOPs. At least 10 procedures will be developed for emergency operations in the boiler plant, to include the following: Loss of on-line boiler; External emergency boiler connections (water, electricity, fuel, etc.); Emergency shutdown; Emergency evacuation; and Call back procedures. Normal Operations SOPs. At least 20 normal operating procedures will be developed for the boiler plant, to include the following: Testing the emergency water source to the boiler plant; General equipment rotation plan; Performing boiler layup (including chemical treatment, safety testing, when to layup, and how to exit layup); Maintaining appropriate water chemistry; Performing a comprehensive inspection of boiler exterior; Performing a comprehensive inspection of deaerator interior; Checking the vibration of burner fans; Performing boiler fouling and combustion gas flow check; Calibration of temperature indicators and pressure gauges used in the boiler plant; and The operation of boiler plant equipment. The applicable NAICS code for this procurement is 711510 with a business size standard of $8,000,000.00. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Contracting Officer has determined no opportunities for competition exist for Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses. The Contract Specialist has identified one (1) small business, Sandlapper Controls, who can provide these services. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received on or before September 9, 2021 at 10am EST. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Attached is a copy of the approved justification and approval notice that supports the sole source award.
