Description
AMENDMENT A001 The above referenced solicitation is hereby amended to respond to questions submitted. The due date and time for quotations, September 8, 2021 at 3:30 PM Eastern Time,�remains unchanged by reason of this modification. The following question and response are hereby provided. QUESTION:� Upon closer review, the specifications are written in a specific way to lock out other manufacturers. Will �they allow or accept innovation differences for a guarantee of better performance? Specifications in question are #7, #8, and #10f. RESPONSE:�� It is the technical opinion of the Government that the specifications are not lock out specifications. NIST has a scientific basis for each specification. NIST will review all quotations received. Quoters must provide a detailed technical explanation of their �guarantee of better performance�. A statement that the quoter guarantees that what they have is better, on its own, shall not be sufficient. Relevant to specification #7. If the quoter has another design, NIST is willing to review a detailed technical explanation of how this temperature measurement would be performed without a thermocouple. It would need to be in the same vicinity as the samples to ensure that the measurement was being made in the same location. Relevant to specification #8. The requirement for �user-exchangeable� is for a couple of reasons. One reason would be, performing oxidation induction temperature measurements, which often foul the cell. This could also be for performing experiments such as curing kinetics, where there is a good chance that something will off-gas into the cell and potentially contaminate it. Relevant to specification #10f. The question about this specification is not clear. NIST notes that when performing modulated DSC, NIST requires the temperature modulation in the output file.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �END OF AMENDMENT A001 TEXT The Contractor shall provide a Differential Scanning Calorimeter (DSC) including installation, training and warranty.�� Reference the attached documents for the complete solicitation.�
