This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. Wage Determination 2015-5021 Rev 14 applies. This solicitation is set-aside for Small Business The associated North American Industrial Classification System (NAICS) code for this procurement is 325998, with a small business size standard of 500 Employees The FSC/PSC is F103. The Great Lakes Acquisition Center NCO12 is seeking to purchase the provision of all labor,material,supplies, equipment, reagents, management and supervision to implement and monitor a Boiler Water testing program for Sixteen (16) Low Pressure Steam Boilers and provide monitoring and treatment of two (2) cooling towers at the VA !Iliana Healthcare Systems campus at 1900 East Main Street, Danville, II 61832. Services to be provided: Develop a comprehensive testing and chemical treatment program to maintain boiler water for sixteen (16) low pressure boilers located in six (6) separate locations within the following parameters : Soft Hardness 0-lPPM PALK 300-900 PPM MALK 20-50 PPM Sulfite 50-100 PPM Phosphate 5-15 PPM Conductivity 3500-4500 PH Condensate 7.5-8.5 The boiler information is as follows: Operating Pressure - <15 lbs. Horse Power (4) 150 hp, (4) 125 hp, & (6) 100 hp Feedwater Temp 165 Degrees Provide all necessary documentation associated with the plan Monthly Service Visits Written reports Recommendations Lab Analysis to verify field tests Provide Operator Training Required test equipment Reagents Guidance on feed rate adjustment to maintain to standard Monthly validation that standards are met Provide chemicals as required to maintain water quality to specified standards for the sixteen (16) boilers Polymer treatment to inhibit mineral scale Sodium bisulfite to remove dissolved oxygen Neutralizing amines Develop a comprehensive monitoring and treatment program for two (2) chilled water cooling tower located on the roof of building 104 to meet the following parameters: Conductivity 1600-2000 PH 8.4-9.2 Ca Hardness 200-600 PPM Total Alkalinity 20-500 Molybdenum 0.5-0.8 PPM Both cooling towers information are as follows: 150 gpm---50 tons Model 4851 MARLEY AQUA TOWER Cooling tower for emergency generator (drained after every use) Provide all necessary documentation associated with the plan Monthly service visits Written reports Recommendations Lab analysis to verify field tests Provide Operator training Required test equipment Reagents Guidance on feed rate adjustment to maintain to standard Monthly validation that standards are met Provide chemicals as required to maintain water quality in the cooling towers to specified standards PERIOD OF SERVICES Development of plan and implementation of services is for the period 1 November 2021 thru 31 October 2022 with four (4) additional One (1) year Options to be exercised at the discretion of the government. DELIVERY OF SERVICES Development of plan is to be initiated as soon as practical after award. Initial deliverables are to be provided beginning 1 November 2021 and as required thru 31 October 2022. Prior to work commencing, coordination with VAIHCS Engineering is required. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items Submittal of Quote:  Offerors shall submit quote by email to kevin.adkins @va.gov by the solicitation due date. Please limit graphics or excessive large files during quote submission. As part of their quote, offerors shall submit the following information: Price: Provide the documentation below via email to kevin.adkins@va.gov *VA has a maximum allowable incoming email size limitation including attachments of seven megabytes. Offerors submitting responses via email which exceed seven megabytes shall split their response into multiple email messages so as to not exceed the maximum allowable email size limitation.  The VA is not responsible for late responses due to undelivered e-mails that exceed seven megabytes. Technical Capability/Experience: Provide a narrative of their experience in performing boiler and cooling tower water treatment that proves they have been providing this service for the past three (3) years. At a minimum, this narrative was to include: List of companies/agencies where contractor has performed same or similar work Provide documentation demonstrating availability of the required chemicals to properly maintain the boilers to the specifications required. Provide a comprehensive monitoring and treatment program for sixteen boilers and two chilled water cooling towers. NOTE: Offerors who fail to submit required documentation may not be considered for award. Registration in SAM in accordance with FAR 52.204-7 System for Award Management (OCT 2018) Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (b) The following factors shall be used to evaluate quotations: (1) Technical Capability (2) Experience (3) Past Performance (4) Price (5) Veterans Involvement (c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: (1) Technical Capability: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. (2) Experience The experience performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s experience performing this same service. The experience evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer survey replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. (3) Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. (4) Price: The Government will evaluate the price by adding the total of all line item prices, including all options. The Total Evaluated Price will be that sum. (5) Veterans Involvement: In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.215-70 (DEVIATION), Service-Disabled Veteran-Owned and Veteran-Owned Small Business (VOSB) Evaluation Factors, the Government will assign evaluation credit for a Quoter (i.e., prime contractor) which is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a VOSB. To receive credit, an offeror must be registered and verified in Vendor Information Pages (VIP) database at time of quotation submission and at time of award (https://www.vip.vetbiz.va.gov/) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. Non-SDVOSB/VOSB quotations that use SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation Factor. Quoters must state in their quotations the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be registered and verified in the VetBiz.gov VIP database ( https://www.vip.vetbiz.va.gov/) and must meet federal small business size standards for the NAICS code assigned to this solicitation at time of both quotation submission and at time of award. The Government will give preference to offers received from VOSBs and additional preference to offers received from SDVOSBs. Preference shall be applied when all other factors (price, technical capability and experience) are equal. (d) Options. The Government will evaluate offers for award purposes by adding the total price for all options (including optional Contract Line Items, if applicable) to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. Evaluation of options shall not obligate the Government to exercise the option(s). Responses should contain your best terms, conditions. SITE VISIT: It is strongly suggested and expected that the offeror inspect the campus to be serviced to fully understand the nature of the work and the conditions under which the work is to be performed.
