- 140R3021Q0082 - BIOLOGICAL LABORATORY ANALYSIS - WATER SAMPLES This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR 13.103-1(b)(1), this project will be solicited on a noncompetitive basis because there is only one responsible source capable satisfying the agency�s requirement. The Bureau of Reclamation, Lower Colorado Basin has a requirement for a commercial laboratory to conduct several biological analyses, such as analysis of Phytoplankton and Zooplankton (Enumeration and Biovolume) in water samples collected from the Colorado River (Lake Mead, Lake Havasu, and Salt River Project, and the Salton Sea). Reclamation intends to award, on a sole source basis, an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to BSA Environmental Services, Inc (BSA). BSA is the sole source contractor that has been analyzing the Colorado River waters for over 21 years. It is imperative to maintain continuity in the sample analysis for determining trends in archived data. If another laboratory was selected for this service, the analysis may be subjectively interpreted and could yield varying results from the archived data already collected. This risks variation in the data that is not representative or comparable to existing data. Consistency, specificity, and accuracy are current measures that make it acceptable to maintain services with BSA. In addition, BSA�s experience is crucial to our current agenda, the taxonomy of species present, and the ecological conditions at Lake Mead. BSA�s experience with the Great Lakes regarding quagga mussels and algae blooms, make BSA a valuable asset in data analysis and trend patterns. The NAICS for this action is 541380, Testing Laboratories, which has a small business size standard of $16.5 million dollars. Award is anticipated in September 2021. The resulting contract will be a Firm Fixed Price IDIQ 4-year contract. The contract award information will be posted on SAM.gov Contract Opportunities website at SAM.gov | Home.
