Description

This is a notice of intent to sole source a procurement under FAR Part 13 and FAR 13.106(b)(1)(i) - Soliciting from a single source.� For purchases not exceeding the simplified acquisition threshold, �Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. �This requirement is for Academic Support Services, specifically IT and cybersecurity related in-person classes within a 15-mile radius of Marine Corps Base Quantico. �The applicable NAICS Code is 611310 - Colleges, Universities, and Professional. �The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Northern Virginia Community College, 8333 Little River Turnpike, Annandale, VA 22003.� Please see attached J&A. The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes will be considered as part of market research for the follow on requirement in Fiscal Year 22; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to michael.bogatyr@usmc.mil no later than 15 September 2021 at 11:00AM EST.
