- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute of Allergy & Infectious Diseases/AMOB, 903 S 4th Street, Hamilton, MT 59840 STATEMENT OF NEED: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2086702 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 July 12, 2021.� The North American Industry Classification System (NAICS) code for this procurement is 325413, Invitro-diagnostic substance manufacturing, and small business set aside is 1250 employees. This requirement is NOT set-aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Clinical Immunology and Microbiology (LCIM), Lyme Diseases Studies Unit seeks to procure Proteomic Laboratory Testing Services to include: Cardiometabolic Analysis Service, Inflammation Analysis Service, Neurology Analysis Service and Oncology Analysis Service. The minimum requirements of the service include: ����������� Must be able to analyze and detect over 2000 proteins per sample ����������� Must be able to analyze plasma and serum human samples. ����������� Sample size minimum less than 30 microliter in size. ����������� Technology of platform used must be capable of biomarker discovery. � � � � � � - Technology should have high sensitivity, specificity and precision. � � � � � � -� Must be able to use smaller panels for future studies. ����������� Quantity of samples for testing will be 200. ����������� Analysis will include: � � � � � - Cardiometabolic Analysis Service � � � � � - Inflammation Analysis Service � � � � � - Neurology Analysis Service � � � � � - Oncology Analysis Service Delivery Location: NIH, Clinical Center, 10 Center Drive, Bethesda, MD 20892 FOB: Destination.� Please be sure to include on the quotation: an estimated date of delivery for the items, and all applicable shipping/handling charges must be included in the quotation. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the following: capability to meet the platform�s minimum requirements for testing, price per sample, and delivery.
