- Intent The following specification pertains to the inspection of one 22�� Kingsbury Thrust Bearing Assembly and the refurbishment of same per the requested inspection report. The thrust bearings are used in the fish attraction water pumps at Lower Granite Lock and Dam, Pomeroy, WA. � Scope The successful offeror shall: Make shipping arrangements from Lower Granite Dam to the offeror�s shop.� The crated assembly is approximately 29� x 29� x 21� and weighs approximately 740 pounds. Inspect the as-found bearing assembly components.� Report to Lower Granite Lock and Dam of their findings and the recommended repairs and/or replacements to bring the thrust bearing assembly back to Kingsbury�s performance standard. Perform the refurbishment of the thrust bearing assembly, including the regrind and lapping of the thrust runner (as needed), per Kingsbury drawing number 465214. Supply all new leveling plate dowels and screws. Supply new or refurbished leveling plates as required. Provide the final inspection documentation and other items as defined in this document. Ship the refurbished thrust bearing assembly FOB-Destination to Lower Granite Lock and Dam. Inspect thrust bearing & Runner assemblies (CLIN-001)Contractor shall provide an inspection report for the Thrust Bearing Shoes comparing the as-found condition to Kingsbury drawing number 465214. Contractor may use the inspection report forms found in the appendices of this specification. Inspection reports shall at a minimum include the following items: Thrust bearing shoe condition and recommended repairs. Base Ring Track condition and recommended repairs. Runner condition and recommended repairs. Leveling Plate condition and recommended repairs and/or replacements. Items not salvageable and/or requiring replacement shall be identified in the inspection report. REFURBISH THRUST BEARING assembly (CLIN-002) Refurbish Thrust Bearing Shoes Contractor shall refurbish the thrust bearing shoes per the inspection report requirements. New ASTM B23, Grade 2 (Alloy No. 2) Babbitt material shall be used. Contractor shall perform inspections to include: Ultrasonic Testing (UT) of the Babbitt-to-backing bond. Die Penetrate (PT) testing of the perimeter bond. Flatness of each shoe. Thickness of each shoe. Thickness variation from smallest to largest shoe. Surface Finish. Refurbish Base Ring Tracks � Contractor shall cut the base ring track and grind the track back flat and parallel. Re-Machine and Lap Runner Contractor shall machine and lap the runner per the inspection report recommendation. Contractor shall provide an inspection report, including at a minimum, flatness, concentricity, and perpendicularity. Replace Leveling Plate Dowels and Screw � Contractor shall replace the leveling plate dowels and screws. Repair or Replace Leveling Plates � Contractor shall repair or replace the leveling plates, as needed, per the as-found inspection report recommendations. SUBMITTALS As-found Inspection Report � Contractor shall provide the as-found inspection report within 15 business days of receiving the thrust bearing assembly.� Report shall state repairs and refurbishments needed in terms of the original form and function of the thrust bearing assembly. Inspection Report after Refurbishment: Contractor shall provide, prior to shipping, a Final Inspection Report that includes: Final dimensions, surface finish(es), and other functional conditions as defined in Section 4.0 of this document. Bond verification using ultrasonic (UT) testing of the Babbitt-to-backing bond and dye penetrant (PT) testing of the perimeter bond. Note:� Bond verification testing may be performed by a third-party lab or by the contractor�s internal QC personnel so long as the inspector did not perform the work being inspected. Upon delivery of the thrust bearing shoes, the government reserves the right to have the thrust bearing shoes independently inspected and tested prior to acceptance.� If deficiencies are found, the contractor shall address said deficiencies and, as needed,make the necessary repairs at no additional cost to the contract price. E-Verify Program:� The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. Shipment and Delivery Contractor shall make all shipping arrangements for the thrust bearing assembly to the contractor�s shop from Lower Granite Lock and Dam. Lower Granite personnel will package the thrust bearing assembly for shipping.� Lower Granite personnel will also facilitate pickup by the contractor�s shipping company. After refurbishment, the contractor shall package and ship the bearing assembly and individual components in a manner that will ensure undamaged and complete arrival to Lower Granite Dam.� Items shall be adequately protected against corrosion during shipping,� Packaging and corrosion protection (Cosmoline, grease, rust preventatives, etc.) should also be suitable for long term (inside) storage. Non-salvageable or otherwise unusable items do not need to be returned to Lower Granite Dam.� Contractor may dispose of these items at their discretion. All items shall be delivered FOB destination to Lower Granite Lock and Dam. Shipments and pickups are accepted only during the regular business hours 7:00 AM � 4:00 PM, Monday through Thursday.� Shipments and pickups are not accepted Friday through Sunday and are not accepted on federal holidays. All shipments shall be delivered to: Contract Performance Specialist USACE, Lower Granite Lock and Dam 885 Almota Ferry Road Pomeroy, WA� 99347-9632
