- 140R3021Q0045 - Rental of Electrodialysis Reversal (EDR) Desalination Pilot System Combined Synopsis/Solicitation Amendment 0003, 09/07/2021: The purpose of this amendment is to extend the quote due date to September 8, 2021. Amendment 0002, 08/30/2021: The purpose of this amendment is to provide the Questions and Answers document. Amendment 0001, 08/23/2021: The purpose of this amendment is to extend the quote due date to September 6, 2021. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through SAM.gov Contract Opportunities, a request for quote (RFQ No. 140R3021Q0045) is being issued subsequent to this combined synopsis/solicitation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2021-06. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The small business size standard for NAICS Code 532490 is $35.0 Million. (v) Line item 00010 - Rental, Electrodialysis Reversal (EDR) Desalination Pilot System. (The Performance Work Statement (PWS), Attachment 1, provides more detailed information about the requirement and is attached to the RFQ.) Line item 00020 - OPTION 1: Rental, EDR Desalination Pilot System, 1 Month (Option Period 1). Line item 00030 - OPTION 2: Rental, EDR Desalination Pilot System, 1 Month (Option Period 2). (vi) The Bureau of Reclamation has a requirement to secure the temporary rental of an Electrodialysis Reversal (EDR) Desalination pilot system for on-site testing at the Yuma Area Office campus in Yuma, Arizona along with associated testing services. The pilot EDR system will be used to evaluate the cost and performance of advanced EDR desalination of brackish agricultural drainage water and brackish groundwater. (vii) Award is anticipated on or about September 24, 2021, with the rental ready to begin the pilot testing on site in November 2021. All work, deliverables, and submittals, should be completed by August 31, 2021 (if all option lines are exercised). The rental will be needed at the Yuma Area Office Campus in Yuma, AZ.
