Description

PRE-SOLICITATION SYNOPSIS NAVAL SUBMARINE BASE NEW LONDON, GROTON, CT B571 NAUTILUS MUSEUM & LIBRARY PARTIAL ROOF REPLACEMENT This is not a request for either a quote or proposal, or an invitation for bid.� The intent of this pre-solicitation synopsis is to notify potential Offerors of a Firm Fixed Price construction requirement.� Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to complete the project.� The project is to include full replacement of one roof section and repair of other roofing areas.�� The work identified is to be provided by means of a Firm-Fixed Price type of contract.� The solicitation is intended to be posted as an Invitation for Bid (Sealed Bid) and is intended to be reserved for the WOSB and EDWOSB sector. �The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract. The North American Industry Classification System (NAICS) is 236220 �Commercial & Institutional Building Construction� with a size standard of $39.5 million dollars.� The solicitation and resulting contract award will be a performance-based acquisition made to the responsible Offeror whose proposal, conforming to the Invitation for Bid (IFB), provides the lowest price. The IFB will be made available in electronic format only (Adobe (.pdf)) and will be posted on the beta.SAM.gov website after 8 October 2021. The proposal due date shall be at least 31 days after the IFB is posted. The site address is https://beta.sam.gov/.� Notifications of any updates or amendments to the solicitation will be posted on the website only. �IT IS THE SOLE RESPONISBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE beta.SAM WEBSITE FOR CHANGES. �All prospective contractors are required to register in the System for Award Management (SAM) database. �Failure to register in the SAM database will make an Offeror ineligible for award. �Offerors and contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/SAM/.
