Addendum to the Solicitation 04 The purpose of this addendum it to correct an answer to an earlier contractor question �Q6:�Is the time shown for ""cycles per minute"" based on an under load scenario i.e. material is in the chamber or no-load conditions (industry standard) A6: Without material (end of Addendum 04) Addendum to the Solicitation 03 The Purpose of this addendum is to answer contractor questions Q12: Does the conveyor need to be replaced? A12: Yes (End of Addendum 03) Addendum to the Solicitation 02 The Purpose of this addendum is to answer contractor questions Q5:�Is this project calling for a two-ram baler? A5: Yes �Q6:�Is the time shown for ""cycles per minute"" based on an under load scenario i.e. material is in the chamber or no-load conditions (industry standard) A6: With material Q7: Are there any specs for the accomanying conveyor? A7: The current conveyor is a Krause 60"" with a rubber belt Q8: Is there an in-ground section of the conveyor? A8: Yes, see the attached photos. Q9: How is the conveyor being fed? A9: Front loader Q10: Is there a spec for minumum platen force? A10: No Q11:�Will the municipal solid waste need to be wrapped or tied off using plastic strapping instead of steel wire? A11:�Either or; currently use wire US Wire Tie 341 (End of Addendum 02) Addendum to the Solicitation 01 The purpose of this addendum is to answer contractor questions Q1: What type of trash will be feed to the baler? Reason I am asking is to meet the 14 tons per hour I need to understand the material and the feed rate you will be feeding. A1: Household, Office trash Q2: Location of the equipment? I need to understand where the equipment currently exists, and the equipment removal path and unloading area. A2: (photos attached) approx. 90ft x 75ft. warehouse Q3: Electrical details on existing electrical power including AMPS. A3: Current baler at 480v AND 200 AMPS, can go up to 250 AMPS. Q4: Our baling equipment is custom made for the application and our standard terms are 50% with PO, 40% prior to delivery and next 30 days for balance, I did not see your requested terms. A4: the standard payment terms apply to this effort (net 30 days) after delivery, installation, and acceptance. A government contract, if awarded, guarantees payment. In addition, the contract guarantees payment for reasonable�expenses incurred even if it is canceled due to default of the contractor or at the convenience of the Government. (End of Addendum 01) Notice to Offeror: Funds are not presently available for this effort.� No award will be made under this solicitation until funds are available.� The Government reserves the right to cancel this solicitation, either before or after the closing date.� The Government has no obligation to reimburse an offeror for any costs associated with preparation of a proposal.� If awarded, this solicitation will result in a firm-fixed-price (FFP) contract. This is a Combined Synopsis/Solicitation for the procurement of Purchase, Delivery, Installation and removal of a trash Baler at Edwards AFB, CA. The Contractor shall furnish all supervision, equipment, tools, labor, materials and supplies necessary to perform the required work at no additional cost to the government. More details related to this acquisition are included in the attached Statement of Work (SOW). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR Part 13) will be used for this requirement. (ii) Solicitation number: FA9301-21-Q-0026 *Please provide the full solicitation number on all packages* Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote. This solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-07, DPN 20210709, AFAC 2021-0726. (iv) This solicitation is set aside 100% for Small Business. The North American Industry Classification System (NAICS) number for this acquisition is 333318 with a size standard of 1,000 employees. (v) Period of Performance (PoP): See model contract. (vi) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items (Oct 2018), applies to this acquisition. Provisions and clauses can be viewed via internet at Acqusition.gov, https://www.acquisition.gov/ Offerors shall prepare their quotations in accordance with FAR 52.212-1. ADDENDUM to FAR 52.212-2, Evaluation � Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability of the time offered to meet the Government requirement; (Your quote package MUST clearly show and demonstrate your company�s ability to meet the stated requirements outlined in the Statement of Work. Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation.) This will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor�s ability to provide the product and related service as outlined in the Statement of Work attachment. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be reviewed in sequence with the lowest priced offer being evaluated first. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications �Commercial Items (Oct 2018), with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items (OCT 2018), applies to this acquisition. (xiii) Additional Contract Requirement or Terms and Conditions: Please find the contemplated list of additional provisions/clauses within the attachment labeled �Statement of Work� The final list of clauses is dependent upon actual dollar value of the contract award, and may change from those provided in the attachment.
