- Description
- This is a Request for information (RFI) for written information only. This is not a solicitation announcement for proposals and no contract will be awarded as a result of this announcement. The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ (NAWCADLKE) requires Acceptance Testing to validate that the Rescue Hoist Test Stand is properly constructed and performs all aspects of its intended function within its operation requirements for testing the Rescue Hoist Assembly. The RHTS is functioned to simulate the aircraft operating environment that provides the capability to perform end-to-end test of the Rescue Hoist Assembly as well as to adjust and to fault isolate failed components on the Rescue Hoist as deems repairable and replaceable. The end-to-end test includes dynamic load testing of the rescue hoist up to 600 lbs. and static testing up to 1850 lbs. The RHTS operates on 480 VAC, 3-, 60 Hz @ 31.2 Amp supplied by the facility. The Operator Control Station (OCS) known as the all-in-one controller contains a Programmable Logic Controller (PLC) using ladder logic program written in Cscape software from Horner Automation that uses inputs from the operator (power push buttons), two load cells, an encoder, a turbine flowmeter, pressure transducers, and the limit switches in the rescue hoist and produces output signals that control the hydraulic and electrical systems via various relays/contactors to operate the test stand for testing the Rescue Hoist Assembly. In addition, the Cscape program provides two Proportional Integral Derivative (PID) elements with auto-tuning function which can be manipulated by the ladder logic program that can be configured from the PID element configuration screen. The PID control function is being implemented to stabilize the system in the process as disruption is encountered during operation. NAWCADLKE is seeking information for industry regarding Acceptance Testing for the Rescue Hoist Test Stand General description of your acceptance testing Identification of critical requirements for the acceptance testing Overview of your acceptance testing concept of operation Discuss critical information required for the use of your acceptance testing Describe environmental testing test methods Provide any additional information you desire General Guidelines Your information package should not exceed 10 pages. Any operation manual provided shall not be counted against this page limit. Responses to this RFI should be submitted to Laura Startek at Laura.C.Startek.civ@us.navy.mil; no later than 14 September 2021.
