Description
The purpose of this market survey is to solicit statements of interest and capability from sources that can provide Telecommunications Support for the Federal Aviation Administration (FAA), Enterprise Service Center (ESC).� Additionally, this market survey is being conducted to obtain the information necessary to determine whether adequate competition exists, to identify capability among small businesses, SEDB/8a sources, and service-disabled veteran-owned small businesses; and to identify those Small businesses that offer the services via federal schedules. NAICS Code The North American Industry Classification System (NAICS) code for these requirements is 811213, Communication Equipment Repair and Maintenance with a size standard of $12 Million. 1.0������ Background The Mike Monroney Aeronautical Center (MMAC) is a major organizational complex representing the Federal Aviation Administration (FAA), Department of Transportation (DOT), and other Federal agencies. The MMAC�s telecommunications infrastructure consists of an Avaya Voice-Over-Internet Protocol telephone system (an enterprise core, and multiple gateways in various buildings), a campus paging system, video teleconferencing equipment,� high-speed fiber, networks/hubs/switches/routers, wireless access points, both copper and fiber cable plant, FAA Telecommunications Infrastructure (FTI) LAN/WAN, Distributed Antenna System providing wireless cellular connectivity, and associated AC and DC power equipment. The contractor shall provide experienced, qualified management and technical personnel to maintain, repair, troubleshoot, and perform changes the MMAC telecommunications infrastructure within the 1,100 acre campus.� The contractor shall make available all personnel and services necessary to assist the FAA MMAC in accomplishing its mission.� 2.0������ Requirements The contractor shall provide experienced, qualified management and technical personnel to maintain, repair, troubleshoot, and perform changes the MMAC telecommunications infrastructure.� The contractor shall make available all personnel and services necessary to assist the FAA MMAC in accomplishing its mission. The contractor may also be required to interface with other contractors, commercial telecommunications companies, equipment manufacturer representatives, engineers, and various agencies, departments and other government organizations relative to maintenance, enhancements, and removals of the MMAC telecommunications infrastructure.� Services may be performed at MMAC, Oklahoma City, Oklahoma unless otherwise stipulated by the Government. The MMAC facility has a requirement for technical support in tandem with the government to provide the services.� Services include, but are not limited to the following functions, which are outlined in detail in the Performance Work Statement (PWS): Program Management Technical Support Tasks Managerial Support Tasks Administrative Support Tasks Historically, the nature of the competition is an 8(a) set aside. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the attached description.� The FAA intends to review all response submittals to establish the acquisition strategy. Responses will be used for informational purposes only.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeking or accepting unsolicited proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Therefore, any cost associated with the market survey submission is solely at the interested vendors� expense. 3.0������ Instructions Responses, submitted electronically in MS-WORD or Adobe PDF format are limited to 5 pages, (excluding the Business Declaration and SBA 8(a) certification letter, if applicable), using 12-point Times New Roman front (or similar) with 1-inch margins.� Responses are due no later than 5:00 P.M. (CST) September 15, 2021.� All interested parties must submit their responses via email to abigael.k.schultz@faa.gov.� Questions must be submitted via email, no phone calls will be answered.� Responses should include �Market Survey Response to Notice AC-21-02181� in the subject line and outline the information in the following categories / format. Each �interested� company must provide the following: A copy of their SBA 8(a) certification letter, if applicable. Capability Statement - This document should identify: Type of services provided by your firm.� Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance). Number of years in business. Expected programmatic approach (in-house, teaming, subcontracting, etc.)� Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disables veteran-owned and 8(a) certified businesses.� Any GSA (or other GWAC) which has been awarded to your firm with the applicable labor categories. Please include the contract number, schedule, SIN and descriptor. (e.g. GS-35F-XXXXX, GSA Schedule 70, SIN 132 51, IT Professional Services.)
